of research ethics committees and the tra<strong>in</strong><strong>in</strong>g of judiciary and policy<br />

makers on the themes of ethics and legality of cl<strong>in</strong>ical research with human<br />

participants.<br />

d) We recommend the identification of priority actions or the designation of a<br />

global forum of experts that can work towards the establishment of an<br />

<strong>in</strong>ternational <strong>in</strong>strument that can effectively:<br />

Assist <strong>in</strong> the development of biomedical research policies that meet<br />

the needs of both the developed and the develop<strong>in</strong>g countries.<br />

communities from exploitation.<br />
