composition of <strong>Research</strong> Ethics<br />

Procedures for their function<strong>in</strong>g. It is<br />
<strong>in</strong>terest<strong>in</strong>g to note that <strong>in</strong> addition to the<br />
necessary competence to review health<br />
research, RECs must be able to evaluate<br />
“acceptability of proposed research <strong>in</strong><br />
terms of <strong>in</strong>stitutional regulations, applicable<br />
laws, and standards of professional conduct<br />
and practice. The HREC shall therefore<br />
<strong>in</strong>clude persons knowledgeable <strong>in</strong> these<br />
areas and whenever feasible, a lawyer.”<br />

The International Conference on Primary<br />
Health Care and Health Systems <strong>in</strong> Africa,<br />
was held <strong>in</strong> Ouagadougou, Burk<strong>in</strong>a Faso <strong>in</strong><br />
April 2008. Dur<strong>in</strong>g this Conference the<br />
pr<strong>in</strong>ciples of the Declaration of Alma-Ata<br />
of September 1978 were reaffirmed and it<br />
was stressed the importance of the<br />
recognition of health as a fundamental<br />
human right as well as the responsibility of<br />
governments <strong>in</strong> ensur<strong>in</strong>g health for their<br />
