Network Registration (NR): Network registration delay ( t NR ) is the period of time<br />

taken on establish<strong>in</strong>g a mobility mapp<strong>in</strong>g between a mobile user’s CoA and its home<br />

address plus the delay on the AAA process<strong>in</strong>g delay. Mobile user to nPOA Agent<br />

Router (AR) Round Trip Time (RTT) ( � ), nPOA AR to foreign AAA server FAAA<br />

RTT (� ), FAAA to FAAA RTT ( t TAH ), and FAAA to home AAA server HAAA RTT<br />

( � ), and AAA process<strong>in</strong>g at HAAA ( t AAA ) may comb<strong>in</strong>e to contribute to t NR . It is<br />

reasonable to assume that the signall<strong>in</strong>g delay between AR and local AAA server can be<br />

neglected ( � � 0 ) due to much less signall<strong>in</strong>g cost for <strong>in</strong>ternal communications<br />

compared with external ones. The MH-AR RTT largely depends on access<strong>in</strong>g<br />

technologies, and thus it may result <strong>in</strong> different values for WLAN ( � WLAN ) and UMTS<br />

( � UMTS ). Based on the above analysis, the network registration delay function can be<br />

represented as follows:<br />
