Accord<strong>in</strong>g to the PSMN procedure shown <strong>in</strong> Figure 4.6, theoretically, the NUI <strong>in</strong>terval<br />

should be as short as possible to ma<strong>in</strong>ta<strong>in</strong> a high degree of accuracy of neighbour<strong>in</strong>g<br />

relationship between two networks. However, practically, the frequency of the related<br />

LU has to be balanced aga<strong>in</strong>st the signall<strong>in</strong>g overheads and the power consumption of a<br />

mobile term<strong>in</strong>al.<br />

The maximum NUI is expla<strong>in</strong>ed as follows. In the worst case, a mobile user has to<br />

renew its oPOA location as its residence time at the oPOA has just elapsed at time A as<br />

shown <strong>in</strong> Figure 4.6. To get an accurate picture of the neighbour<strong>in</strong>g relationship<br />

between the oPOA and nPOA, the mobile user has to perform another location update<br />

through the nPOA before time B. It is assumed that the radio coverage of the two POAs<br />

is partially overlapped. In a handover, overlapped radio coverage may have the effect of<br />

probable decrease of a mobile user’s residence time on a network. The variation <strong>in</strong><br />

residence time caused by radio overlap effect is denoted as t ol , which fluctuates<br />

accord<strong>in</strong>g to an exponential probability distribution with the mean of u .<br />
