rights. Dhaka Water and Sewerage Authority (WASA) can distribute<br />

those facilities adopting progressive ratings based on use rather than<br />

land ownership and fixed rate criteria. City Corporation, along with<br />

NGOs and both landowners and tenants should look after<br />

maintenance and care of water and sewer lines. Moreover, there<br />

should be some measures to protect the rights of the tenants so that<br />

the landlord cannot increase the house rent frequently at his own<br />

will.<br />

Any policy that improves health and lowers fertility is likely to<br />

foster women’s spatial mobility, economic opportunities and<br />

productivity. A health insurance scheme initiated by the NGO Nari<br />

Uddyog Kendra was adopted by employers of some garment factories.<br />

It ensures regular health check-ups <strong>for</strong> workers by medical<br />

practitioners. Similarly, immunization, reproductive and general<br />

health schemes provided in 93 garment factories in Dhaka by another<br />

NGO, Unity Through Population Services (UTPS), should be<br />

supported by the employers and the government. While these<br />

initiatives should be replicated on a larger scale both in the factories<br />

and communities, there should also be a set of basic safety standards<br />

to be followed by those factories. Here too the similar types of<br />

incentives outlined <strong>for</strong> on-the-job training can be adopted as costeffective<br />

policy measures. Considering the threat of the spread of<br />

sexually transmitted diseases and HIV/AIDS among the garment<br />

factory workers, there should be education and preventive health<br />

programmes.<br />

Finally, recognizing that the <strong>for</strong>mulation of policy requires an<br />

adequate data base, data gathered by both garment and other<br />

manufacturing factories should include gender-disaggregated data<br />

by age, education, length of service and migration status.<br />
