PASSING AND OVERTAKING PROHIBITIONS:<br />
<strong>The</strong>re are permanent passing and overtaking prohibitions in Helsinki VTS area 1 as<br />
follows:<br />
(1) In the 9·6m channel in the northern part <strong>of</strong> the Vuosaari Channel between latitudes<br />
60°11′·10N and 60°12′·50N.<br />
(2) In the 7·9m channel in Särkänsalmi Strait between latitudes 60°08′·80N and<br />
60°09′·10N.<br />
(3) In the Kustaanmiekka Strait between latitudes 60°08′·10N and 60°08′·60N.<br />
NOTICES OF DEPARTURE:<br />
(1) All vessels, except those in liner traffi c sailing according to a published timetable,<br />
must give a preliminary notice <strong>of</strong> departure after berthing. Any changes to the time <strong>of</strong><br />
departure indicated in the notice <strong>of</strong> departure or in the published liner traffi c timetable<br />
must be reported to VTS as soon as possible. If a vessel departs later than the time<br />
reported in the notice <strong>of</strong> departure the vessel must immediately report this to the<br />
VTS.<br />
(2) <strong>The</strong> VTS uses the data in the notice <strong>of</strong> departure for advance planning <strong>of</strong> the use <strong>of</strong><br />
the fairway and the ice-breaking in the harbour area. <strong>The</strong> procedure <strong>of</strong> giving a notice<br />
<strong>of</strong> departure does not apply to piloted vessels.<br />
PROCEDURES IN THE APPROACH CHANNEL TO HELSINKI WEST<br />
HARBOUR:<br />
(1) Helsinki VTS organises inward-bound and outward-bound vessels to the West<br />
Harbour according to the schedules submitted by the vessels in advance.<br />
(2) Vessels leaving the Helsinki West Harbour must submit a departure report in order<br />
to be granted permission to depart by the VTS. During strong winds (maximum wind<br />
speed 15 m/s) the vessel will not be granted permission to depart if another vessel,<br />
with a length over 200m, is already in or about to enter the manoeuvring basin.<br />
(3) Inward-bound vessels are advised well in advance on the order in which to enter<br />
the channel. <strong>The</strong> order is based on the agreed berthing times obtained by the Port <strong>of</strong><br />
Helsinki.<br />

PROCEDURES IN THE VUOSAARI CHANNEL:<br />
(1) In order to ensure the safe and smooth fl ow <strong>of</strong> traffi c, the VTS organises the<br />
traffi c entering the area where passing and overtaking is prohibited. <strong>The</strong> organisation<br />
<strong>of</strong> vessel traffi c departing from Vuosaari Harbour includes a procedure for issuing<br />
clearance for departure.<br />
(2) When a vessel gives a binding departure report 15 mins prior to unmooring, the<br />
VTS grants or denies clearance for departure depending on the traffi c situation. <strong>The</strong><br />
VTS does not grant clearance for departure if there is an inward-bound vessel in the<br />
channel, which has passed Itätoukki, reported 15 mins to Kuiva Hevonen or entered<br />
the area from the E from another sector.<br />
(3) If the vessel is not ready to depart within 15 mins and there is other traffi c waiting<br />
for its turn to enter the area where passing and overtaking is prohibited, the vessel<br />
loses its turn. In this case the vessel must give a new report to the VTS before being<br />
granted clearance for departure. <strong>The</strong> procedure regarding permission to depart also<br />
applies to vessels moving from one berth to another berth in the harbour area.<br />
(4) Vessels reporting at Itätoukki, entering Sector 1 area from the E or reporting 15<br />
mins prior to passing Kuiva Hevonen, will be given information by the VTS about<br />
meeting traffi c and other information relevant for the safe passage <strong>of</strong> the vessel.<br />
(5) In strong winds (mean wind speed 13 m/s or more), the VTS recommends that<br />
vessels in the Vuosaari Channel only meet south <strong>of</strong> Östra Rödhällen. <strong>The</strong> VTS does<br />
not organise vessels meeting outside the passing and overtaking prohibition area, but<br />
vessels are requested to agree among themselves on safe passage.<br />
