to the Kyoto Protocol. Since the EB held its first meeting in November 2001, it has been holding a<br />

meeting every 2 to 3 months. Meeting reports, agenda and relevant documents, including webcast<br />

of the meetings are available on the CDM website [http://cdm.unfccc.int/EB].<br />

The EB may establish committees, panels or working groups to assist it in the performance of its<br />

functions [CDM M&P, para. 18]. The EB shall draw on the expertise necessary to perform its functions,<br />

including from the UNFCCC roster of experts. In this context, it shall take fully into account the<br />

consideration of regional balance (Rule 32 of the rules of procedures of the EB) [Decision 4/CMP.1].<br />

The EB has thus, so far, established the following panels and working groups:<br />

(1) Accreditation Panel (AP)<br />

The CDM Accreditation Panel (AP) was established to prepare the decision making of the EB in<br />

accordance with the procedure [EB34, Annex 1] for accrediting operational entities. The CDM-AP<br />

is composed of 10 members. In addition to the designated EB members who act as chair and vice<br />

chair, the panel shall be composed of 6 members [EB23, Annex 1, para. 13]. The EB, taking note of the<br />

increasing complexities of the methodological and technical aspects of the CDM-AP work, agreed<br />

to strengthen the technical capacity of the panel by adding 1 additional methodological expert to<br />

the panel [EB33, para. 16]. In addition, a representative from International Accreditation Forum (IAF)<br />

serves in an advisory capacity to the CDM Accreditation Panel (CDM-AP) to support the work of the<br />

CDM-AP [EB38, para. 5].<br />

The CDM-AP carries out the selection of the members of a CDM accreditation assessment team<br />

(CDM-AT) [EB23, Annex 1, para. 5]. A team shall be composed of 1 team leader and at least 2 team<br />

members chosen to serve in a team for an assessment at a time [EB09, Annex 1]. The CDM-AT, under<br />

the guidance of CDM-AP, undertakes the detailed assessment of the Applicant Entities (AEs) and/or<br />

DOEs, identify nonconformities and report to the CDM-AP [EB34, Annex 1, para. 3(d)].<br />

(2) Methodologies Panel (Meth Panel)<br />

The Methodologies Panel (Meth Panel) was established to develop recommendations to the EB on<br />

guidelines for methodologies for baselines and monitoring plans and prepare recommendations on<br />

submitted proposals for new baseline and monitoring methodologies. The Meth Panel is composed<br />

of 20 members. 2 members of the EB act as Chair and Vice-Chair of the panel, respectively. The EB<br />

agreed to increase the membership of the panel to 16 members, by appointing 1 more member<br />

[EB33, para. 34]. Later, 2 members joined to support the Chair and Vice-Chair in the Meth Panel [EB37,<br />

para. 6]. Since the Meth Panel held its first meeting in June 2002, it has been holding meetings every<br />

2 to 3 months. Meeting reports, agenda and relevant documents are available on the CDM website<br />

[http://cdm.unfccc.int/Panels/meth].<br />

A proposed new methodology shall be available to the Meth Panel at least 10 weeks prior to its<br />

next meeting [EB32, Annex 13, para. 10]. In case more than 10 proposed new methodologies are<br />

submitted by the deadline, the Chair of the Meth Panel can decide to postpone the analysis of some<br />

submissions to the subsequent meeting. Submissions received and confirmed to be completed by<br />

the secretariat shall be treated on a “first come first served” basis [EB32, Annex 13, para. 11].<br />

(3) Small Scale Working Group (SSC WG)<br />

The small scale working group (SSC WG) was established to prepare recommendations on submitted<br />

proposals for new baseline and monitoring methodologies for small scale CDM project activities.<br />

The SSC WG is composed of 8 members. 2 members or alternate members of the EB act as Chair and<br />
