2.3.12 Guidelines<br />

(a) Guidance on the registration of project activities under a PoA as a single CDM project activity,<br />

version 02.1 [EB32, Annex 38]<br />

The EB clarified that the “Procedures for registration of a PoA as a single CDM project activity and<br />

issuance of CERs for a PoA” shall reflect that a DOE shall perform one of the functions related to a<br />

given small scale PoA or small scale A/R PoA: validation or verification and certification in accordance<br />

with the Annex to 3/CMP.1 paragraph 27 (e). Hence, the guidance will undergo required changes<br />

which shall come into effect on 26 October 2007, 17:00 GMT. [EB35, para. 63]<br />

2.4 Sink or removal type CDM (A/R CDM)<br />

2.4.1 Overview of A/R CDM project activities<br />

It has been determined in the Marrakech Accords that Land use, Land-use Change and Forestry (so<br />

called LULUCF or sink) under the CDM is limited to afforestation and reforestation (A/R) during the<br />

first commitment period. Forest management and revegetation are therefore not allowed under<br />

the A/R CDM scheme. A/R CDM and emission reduction CDM project activities have similar aspects,<br />

such as provisions for participation requirements, project cycle and procedures. However, the unique<br />

characteristic of A/R CDM project activities originating from the issue of temporal storage of GHG<br />

removals in forest, which is referred to as “non-permanence”, results in a distinctive crediting scheme<br />

for A/R CDM project activities. The modalities and procedures, formats and relevant guidelines for<br />

A/R CDM project activities are listed in Appendix 1.<br />

In this section, a brief overview is provided on what project participants need to know in order to<br />

plan an A/R CDM project activity, as well as on SSC A/R project activities. Following the overview<br />

of A/R CDM project activities in this section, more technical information is explained with respect<br />

to key points covered in a project design document for A/R CDM project activities (CDM-AR-PDD),<br />

such as baseline, additionality, monitoring, calculation of GHG removals by sinks, and issue of nonpermanence<br />

in subsequent section 3.6.<br />

2.4.2 Participation requirements<br />

As mentioned above, all provisions of Section F (“Participation requirements”) of the CDM M&P apply<br />

to A/R CDM project activities (i.e. Participation in a CDM project activity is voluntary; Parties involved<br />

have to be a Party to Kyoto Protocol; Parties need to establish DNA; Annex I Party has to calculate and<br />

record assigned amount as well as maintains national registry, etc.).<br />
