3.2.2 Selecting the methodology [PDD section B.1, B.2]<br />

Project participants, when applying an approved methodology (AM), must be careful in assessing the<br />

applicability of the methodology to the proposed project activity. Project participants can find the<br />

most recent list of AMs and approved consolidated methodologies on the CDM web site 7 in order to<br />

check if there is an AM/ACM applicable to the project activity. Following are the points that project<br />

participants should check:<br />

(a) The proposed project activity meets all the conditions set out in the “Applicability” part of an<br />

AM.<br />

(b) Some AMs state that they are applicable to project activity with a certain baseline scenario.<br />

An example is ACM0006 “Consolidated methodology for electricity generation from biomass<br />

residues”, which provides a list of baseline scenarios to which the methodology can be<br />

applied.<br />

If there is no applicable AM, project participants should propose a new methodology (NM).<br />

Details procedure for the development of proposed NM could be found in Part III of the document<br />

“Guidelines for completing the Project Design Document (CDM-PDD) and the proposed new baseline<br />

and monitoring methodologies (CDM-NM)” (Version 07) [EB41, Annex 12]. The most recent version is<br />

available on the UNFCCC CDM website [http://cdm.unfccc.int/Reference/Guidclarif/pdd/index.html].<br />

In cases where a project activity does not quite meet the applicability of an AM, but project<br />

participants think the difference is not substantial enough to propose a NM, it is possible to submit<br />

the project for validation using the AM. In such case, in the process of validation, the DOE may find<br />

that project participants deviated from an AM when applying it to a proposed project activity. If the<br />

DOE does not consider that the deviation implies a revision of the methodology it may seek guidance<br />

on the acceptability of the deviation from the EB prior to requesting registration of the proposed<br />

project activity. If a DOE finds that the deviation from the AM requires revision of this methodology<br />

the procedures provided for revision of AM shall be used [EB24, Annex 30].<br />

If project participants intend to propose a revision to an AM or tool referred to in a methodology for<br />

the EB’s consideration and approval, they shall submit to a DOE the following:<br />

(a) a form for submission of requests for revisions of AMs to the Methodologies Panel (F-CDM-<br />

AM-Rev);<br />

(b) a draft revised version of the AM or tool referred to in a methodology highlighting proposed<br />

changes; and<br />

(c) a draft PDD with sections A to C completed, including relevant annexes.<br />
