(5) Accreditation Panel (JI-AP)<br />

JISC02 agreed to launch the accreditation process for independent entities under JI by establishing<br />

a JI-AP. The JISC agreed on the institutional set-up of the JI accreditation process including the<br />

establishment of joint implementation assessment teams (JI-ATs) that support the activities of JI-AP.<br />

The JI-AP is responsible for:<br />

(a) Preparing recommendations to the JISC regarding the accreditation of an applicant IE;<br />

(b) Preparing recommendations regarding unscheduled surveillance, suspension and withdrawal<br />

of accreditation, re-accreditation and accreditation for additional sectoral scope(s);<br />

(c) Providing guidance to and approves the work plan of each JI-AT.<br />

The JI-AP shall operate under the guidance of the JISC, in accordance with the general guidelines for<br />

panels and working groups under the JISC. The JI-AP shall be established as a standing panel of the JI<br />

accreditation process, and its mandate may be revised or terminated by the JISC, if necessary. JISC02<br />

adopted the document “Terms of reference for JI-AP” (Version 01) [JISC02, Annex 4]. These terms of<br />

reference provide details on: (a) Areas of work of JI-AP, (b) Modalities of work, and (c) Membership on<br />

the panel [JISC02, Annex 4, para. 2].<br />

(6) JI Assessment Team (JI-AT)<br />

A JI-AT, operating under the guidance of the JI-AP, shall be an ad-hoc team chosen by the JI-AP<br />

relevant to the scope(s) of an assignment and taking into consideration the issues of consistency of<br />

the assessment [JISC08, Annex 1, paras. 6 and 7]. JISC08 adopted the document “Terms of reference<br />

for JI-ATs” (Version 02) [JISC08, Annex 1]. These terms of reference provide details on: (a) Areas of<br />

work of JI-ATs, (b) Modalities of work, and (c) Membership in the teams including competence<br />

requirements [JISC08, Annex 1, para. 2].<br />

4.2.2. JI procedures and administrative costs<br />

JI procedure related forms are available at http://ji.unfccc.int/Ref/Forms.html. Figure 4-3 describes<br />

the verification procedure under the JISC, or Track 2 procedure. The procedure involves 2 kinds of<br />

determinations by the AIE(s). The first determination is according to paragraph 33 of the JI guidelines<br />

(often referred to as “determination” or “determination of PDD”), which corresponds to validation<br />

under the CDM. The other is according to paragraph 37 of the JI guidelines (often referred to as<br />

“verification” or “determination of ERUs”), which corresponds to verification under the CDM. The JISC<br />

will undertake appraisals of the first determinations with inputs from experts, as appropriate.<br />

The fee structure (Version 02) [JISC08, Annex 9] adopted by the JISC08 as endorsed by decision 3/<br />

CMP.2, para. 16 is described below. The fees to cover administrative costs relating to the activities of<br />

the JISC are in line with the share of proceeds to cover administrative expenses (SOP-Admin) under<br />

the CDM.<br />

(1) Fees for accreditation:<br />

(a) Application fee: USD 15,000 per application (one-off payment, non-reimbursable);<br />

(b) Cost of the work by assessment teams: direct payment from applicant or accredited<br />

independent entities.<br />

(2) Fee for processing of verification reports:<br />

(a) USD 0.10 per tonne of CO 2 equivalent of emission reductions or enhancements of removals<br />
