2.5 Tools and guidance
2.5.1 Methodological tools
Approved methodologies sometimes require the use of methodological tool(s) that support the
calculation, determination, demonstration, estimation, identification and/or test information as
part of a project activity. A methodological tool provides information such as a step-wise approach,
a general framework, details that may be used in the application of approved methodology. The
document of a methodological tool mainly consists of the following:
(a) Definitions, scope, applicability and parameters
(b) Base line methodology procedure
(c) Monitoring methodology procedure
(d) References/History of the document
There are 7 methodological tools related to emission reduction type CDM activities, and 13
methodological tools related to A/R CDM activities. Among the tools for emission reduction type
CDM, two of them cover general issues concerning additionality and baseline scenario, and five cover
sector specific issues, e.g., electricity, fossil fuel combustion, and methane emission. Among these
several tools, the most frequently referenced tool is the “Tool for the demonstration and assessment
of additionality”. This tool is further described in Appendix 5.
The details of each methodological tool are provided in Appendix 3. Each methodological tool can
be downloaded from:
2.5.2 Guidance
To assist project participants in project activities, related guidance are provided on the UNFCC CDM
website. The Guidance covers guidelines and clarifications concerning the development of PDD,
submission of NM, Programme of activities (PoA), and accreditation. Some of them describe general
issues common to most sectors/project types. Others indicate sector specific issues to be noticed
and/or clarified.
These guidance are based on decisions of the EB. Besides the methodologies and tools, project
participants should also check the latest version of the guidance relevant to their own projects.
The list of guidance are provided in Appendix 6. The latest version of the guidance can be
downloaded from:
