Main differences of JI-PDD version 01 from CDM-PDD version 02 are:<br />

(a) A.4.2. “Category(ies) of project activity” of the CDM-PDD is not included in the JI-PDD.<br />

(b) In A.5. “Project approval by the Parties involved”, written approvals by the Parties involved<br />

should be attached to the JI-PDD. The approval should be unconditional and in writing and<br />

shall be attached to the JI-PDD at the latest before the final determination report is made<br />

publicly available. Such written approval constitutes the authorization by a designated focal<br />

point of a specific legal entity to participate in the specific JI project.<br />

(c) In Section B “Baseline”, a baseline has to be set in accordance with Appendix B of the JI<br />

guidelines and further guidance on criteria for baseline setting and monitoring developed by<br />

the JISC. As appropriate, project participants may, but are not obliged to, apply CDM AMs. If an<br />

AM is used, all explanations, descriptions and analyses shall refer to the selected methodology.<br />

In particular, the following steps should be adhered to:<br />

• Referencing of the approved baseline and monitoring methodology applied to the project,<br />

• Justification of the choice of the methodology and why it is applicable to the project, and<br />

• Description of how the methodology is applied in the context of the project.<br />

(d) In Section G “Stakeholders’ comments”, provide<br />

• A list of stakeholders from whom comments on the project have been received;<br />

• Nature of the comments; and<br />

• Whether and how the comments have been addressed.<br />

(e) Annex 2 “Information regarding public funding” of the CDM-PDD is not included in the JI-PDD<br />

since the constraints regarding public funding is not applicable to JI.<br />

4.3.2. Criteria for baseline setting and monitoring 13<br />

The JISC is responsible for "the review and revision of reporting guidelines and criteria for baselines<br />

and monitoring in Appendix B [of the JI guidelines] for consideration by the COP/MOP, giving<br />

consideration to relevant work of the CDM EB, as appropriate" [JI guidelines, para. 3(d)]. Project<br />

participants should follow Appendix B of the JI guidelines regarding criteria for baseline setting and<br />

monitoring, as well as guidance on criteria for baseline setting and monitoring provided by the JISC 14 ,<br />

both of which are described below. The JISC had discussed the need to revise its guidance on criteria<br />

for baseline setting and monitoring and decided not to revise it rather keep it under review [JISC12,<br />

paras. 15 and 16].<br />

It has been decided by the COP/MOP that methodologies for baselines and monitoring, including<br />

methodologies for small scale project activities, approved by the CDM EB, may be applied by project<br />

participants under JI, as appropriate [Decision 10/CMP.1, para. 4(a)] .<br />
