In Appendix B they are related, for every African state, the responsible ministry of the telecommunications, the telecommunication regulator and the telecommunication operator. 5.4.2.3 The regulation of PLC in South Africa 5.4.2.3.1 Overview South Africa is the African country with the first and more meaningful PLC activity (in Tshwane, City Power Jhb). For this reason, the PLC Workgroup for Policy and Regulations has been established since 15 th August 2002. The work group works closely with industry stakeholders and international organizations, such as European Telecommunications Standards Institute (ETSI). The work group has also the permission to test and develop technical specifications on the available equipment in their laboratory. [A05] The Regulatory Landscape that PLC has to be traversed over is shown in the diagram below.
