Pilot Projects<br />

Early pilot projects took place in Seoul and Kangwon Province (LV and MV networks) for<br />

office and private buildings, light control on the Seo-Hae Bridge (7.3 km length), an<br />

underground tunnel power control system and the construction of the trial access test-bed<br />

for Internet using a high speed PLC modem. The latter represented a test to overcome the<br />

last mile.<br />

The findings of these PLC pilot projects were:<br />

• PLC works on MV lines<br />

• a test-bed was constructed for AMR after successful tests<br />

• PLC is efficient to network for Power Automation of Utility (under 34.4 Kbps)<br />

• Kepri will lead the study of further implementation in Korea<br />

• the success of PLC will be determined by the ability to commercialize the technology<br />

The subsequent development of PLC in Korea are described in section 5.5.3.2.<br />

By 2002, low-speed BPL has been allowed in Japan for a number of years, but had not<br />

enjoyed broad acceptance.<br />

In mid-2004, Japan commenced nine high-speed Internet trials using powerlines for<br />

transmission at between 2MHz and 30MHz. It is anticipated that the trial, which was set to<br />

end in March 2005, would lead to the introduction of commercial services some time in 2006.<br />

Electromagnetic radiation leakage, radio interference problems and regulatory issues have<br />

held Japan back behind Europe and the US in BPL development, but ongoing work on<br />

frequencies and the introduction of various technologies has helped to partially overcome<br />

these problems. Strong opponents of BPL have been and continue to be amateur radio<br />

operators (see section 5.5.3.3.4.).
