<str<strong>on</strong>g>Double</str<strong>on</strong>g>-<str<strong>on</strong>g>Edged</str<strong>on</strong>g> <str<strong>on</strong>g>Hydropolitics</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> <strong>Nile</strong><br />

Regi<strong>on</strong>al and nati<strong>on</strong>al workshops as well as c<strong>on</strong>sultative meetings with<br />

various local-level water users, NGOs, research instituti<strong>on</strong>s, c<strong>on</strong>sultants, private<br />

companies, etc. were held in preparati<strong>on</strong> of <strong>the</strong> NWRP. However, <strong>the</strong>se<br />

stakeholder meetings are perceived more as being top-down in<strong>for</strong>mati<strong>on</strong><br />

transfer events to communicate governmental policies ra<strong>the</strong>r than as truly<br />

participatory exercises allowing <strong>for</strong> bottom-up design of water policies. Most<br />

of <strong>the</strong> involved n<strong>on</strong>-governmental organizati<strong>on</strong>s or user groups lack <strong>the</strong><br />

instituti<strong>on</strong>al capacity and /or <strong>the</strong> political weight to c<strong>on</strong>tribute substantially<br />

to <strong>the</strong> planning process. The establishment of stakeholder plat<strong>for</strong>ms – such<br />

as <strong>the</strong> Egyptian Water Partnership – is seen as a promising step, though<br />

arguably <strong>the</strong>se plat<strong>for</strong>ms are still somewhat dominated by representatives<br />

of governmental agencies.<br />

Cooperati<strong>on</strong> between different (sub-) sectoral agencies at <strong>the</strong> local level<br />

is also reported to be ra<strong>the</strong>r fragmentary and hampered by <strong>the</strong> fact that <strong>the</strong><br />

spatial areas of resp<strong>on</strong>sibilities of <strong>the</strong> different administrative bodies often<br />

do not match (Radwan 1998). Interacti<strong>on</strong>s between users and extensi<strong>on</strong> staff<br />

of nati<strong>on</strong>al ministries suffer from <strong>the</strong> limited decisi<strong>on</strong> power of <strong>the</strong> latter,<br />

inefficiency, and corrupti<strong>on</strong> (Radwan 1997).<br />

4.7 Selected policy issues<br />

This secti<strong>on</strong> presents four case studies to illustrate specific characteristics of<br />

Egyptian water policy processes in some more detail.<br />

Reclamati<strong>on</strong> of new lands<br />

Horiz<strong>on</strong>tal expansi<strong>on</strong> is a key strategic target pursued by <strong>the</strong> government<br />

of Egypt in order to address populati<strong>on</strong> growth, high unemployment rates,<br />

and land loss due to urbanizati<strong>on</strong> and overexploitati<strong>on</strong>. Escaping <strong>the</strong> narrow<br />

<strong>Nile</strong> Valley has been a dream of Egyptian rulers throughout <strong>the</strong> millennia.<br />
