Driving <strong>for</strong>ces and patterns of water policy making in Egypt<br />
more smoothly than socio-ec<strong>on</strong>omic interventi<strong>on</strong>s. Supply-side management<br />
remains <strong>the</strong> most obvious priority <strong>for</strong> many water sector representatives. The<br />
prominence of technological opti<strong>on</strong>s to increase water supply (e.g., desalinizati<strong>on</strong>)<br />
and upstream water development project (e.g., diversi<strong>on</strong> canals in <strong>the</strong><br />
Sudan) in <strong>the</strong> l<strong>on</strong>g-term planning visi<strong>on</strong>s – relative to n<strong>on</strong>-technical demand<br />
management approaches – indicates <strong>the</strong> inclinati<strong>on</strong> of <strong>the</strong> water sector to apply<br />
routine soluti<strong>on</strong>s to evolving challenges. Fur<strong>the</strong>rmore, <strong>the</strong> limited influence<br />
of envir<strong>on</strong>mental departments within different ministries and of <strong>the</strong> envir<strong>on</strong>mental<br />
ministry itself leads to a notorious marginalizati<strong>on</strong> of envir<strong>on</strong>mental<br />
policy targets – ranging from water quality c<strong>on</strong>trol to protecti<strong>on</strong> of ecosystems<br />
– in <strong>the</strong> design and even more in <strong>the</strong> implementati<strong>on</strong> of water policy.<br />
Quite obviously, <strong>the</strong> instituti<strong>on</strong>al re<strong>for</strong>m plans of <strong>the</strong> MWRI, though<br />
rati<strong>on</strong>ally designed to increase <strong>the</strong> efficiency of operati<strong>on</strong>s and foster financial<br />
sustainability, face internal resistance in an organizati<strong>on</strong> mainly geared towards<br />
<strong>the</strong> centralized provisi<strong>on</strong> of water services. Re<strong>for</strong>ms potentially threaten <strong>the</strong><br />
positi<strong>on</strong>s of MWRI employees at district level, reshuffle <strong>the</strong> power relati<strong>on</strong>s<br />
am<strong>on</strong>g <strong>the</strong> MWRI departments and am<strong>on</strong>g ministries, and to a certain extent<br />
challenge <strong>the</strong> overall political fabric of state-citizen relati<strong>on</strong>ships. The<br />
difficulties in coordinating different functi<strong>on</strong>s of ministerial actors or MWRI<br />
departments both at <strong>the</strong> local level and in <strong>the</strong> design of nati<strong>on</strong>al policies indicate<br />
that <strong>the</strong> logic of organizati<strong>on</strong>al routine thinking often prevails over <strong>the</strong> ‘rati<strong>on</strong>al’<br />
design of ‘ideal’ instituti<strong>on</strong>s. Initiatives to foster participatory planning and<br />
decisi<strong>on</strong>-making have been <strong>on</strong>ly partly successful to date because <strong>the</strong>y deviate<br />
too far from a political system that nei<strong>the</strong>r encourages self-organizati<strong>on</strong> of<br />
stakeholders at <strong>the</strong> local level nor favors <strong>the</strong> establishment of vocal civil society<br />
organizati<strong>on</strong>s that could effectively promote <strong>the</strong> interests of water users.<br />
Governmental politics<br />
Policy outcomes regarding different water management issues depend to a<br />
critical degree <strong>on</strong> <strong>the</strong> way <strong>the</strong> interests of a wider range of actors are traded<br />
off, and acti<strong>on</strong>s taken by interest groups during <strong>the</strong> implementati<strong>on</strong> phase.<br />
The horiz<strong>on</strong>tal expansi<strong>on</strong> in <strong>the</strong> West Delta is an example of a user-initiated<br />
development that resulted in a major water sector project.<br />
