<str<strong>on</strong>g>Double</str<strong>on</strong>g>-<str<strong>on</strong>g>Edged</str<strong>on</strong>g> <str<strong>on</strong>g>Hydropolitics</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> <strong>Nile</strong><br />
investment projects in order “to achieve sustainable socio-ec<strong>on</strong>omic development<br />
through <strong>the</strong> equitable utilizati<strong>on</strong> of, and benefit from, <strong>the</strong> comm<strong>on</strong><br />
<strong>Nile</strong> Basin water resources” (NBI 2007).<br />
The progress of transboundary cooperati<strong>on</strong> critically depends <strong>on</strong> <strong>the</strong><br />
ability of riparian water users to overcome widespread percepti<strong>on</strong>s viewing<br />
<strong>the</strong> allocati<strong>on</strong> of shared rivers as a zero-sum game. This can be achieved,<br />
<strong>for</strong> instance, by exploiting comparative advantages in different regi<strong>on</strong>s of<br />
<strong>the</strong> basin, and by sharing benefits from water uses instead of <strong>the</strong> sharing<br />
water itself (e.g., Sadoff and Grey 2002). Hydropower trade, <strong>the</strong> basin-wide<br />
coordinati<strong>on</strong> of agricultural policies (see Sileet et al. 2007), and far-reaching<br />
ec<strong>on</strong>omic integrati<strong>on</strong> bey<strong>on</strong>d <strong>the</strong> broader water sector promise substantial<br />
benefits <strong>for</strong> all <strong>Nile</strong> Basin states. Re<strong>for</strong>ms of nati<strong>on</strong>al policies are required<br />
to tap <strong>the</strong>se transboundary potentials. Such re<strong>for</strong>ms face c<strong>on</strong>siderable c<strong>on</strong>straints<br />
at <strong>the</strong> domestic level, particularly as far as demand management as<br />
an alternative to increased river water abstracti<strong>on</strong> is c<strong>on</strong>cerned. In view of<br />
<strong>the</strong>se domestic c<strong>on</strong>straints, <strong>the</strong> bargaining positi<strong>on</strong>s put <strong>for</strong>th by nati<strong>on</strong>al<br />
negotiators tend to focus <strong>on</strong> <strong>the</strong> objectives of maximizing <strong>the</strong> de jure nati<strong>on</strong>al<br />
water abstracti<strong>on</strong> quotas, and <strong>the</strong> (joint) implementati<strong>on</strong> of infrastructure<br />
projects to enhance <strong>the</strong> total supply.<br />
This chapter first outlines <strong>the</strong> underlying c<strong>on</strong>ceptual framework and<br />
introduces <strong>the</strong> two-level game c<strong>on</strong>cept. It <strong>the</strong>n elaborates <strong>on</strong> <strong>the</strong> main characteristics<br />
of water policy processes in Egypt and Ethiopia in terms of<br />
interest divides and water sector instituti<strong>on</strong>s, with a particular focus <strong>on</strong> <strong>the</strong><br />
NBI. On this basis, <strong>the</strong> main mechanisms of interacti<strong>on</strong>s between domestic<br />
and internati<strong>on</strong>al water governance, as well as <strong>the</strong> major implicati<strong>on</strong>s <strong>for</strong><br />
<strong>the</strong> course of transboundary cooperati<strong>on</strong> in <strong>the</strong> <strong>Nile</strong> Basin are discussed.<br />
Important trends and opportunities to streng<strong>the</strong>n <strong>the</strong> <strong>on</strong>going cooperati<strong>on</strong><br />
process are addressed at <strong>the</strong> end of <strong>the</strong> chapter.<br />
