The stakeholder analysis per<strong>for</strong>med <strong>for</strong> this study focuses <strong>on</strong> major attributes<br />

of actor organizati<strong>on</strong>s (mandates, legal status, capacities in terms<br />

of finance, expertise, and popular support), <strong>the</strong>ir role in different phases of<br />

policy-making, and <strong>the</strong> dominant narratives regarding different water policy<br />

opti<strong>on</strong>s. In a notable difference from John Waterbury’s (2002) analysis of<br />

<strong>the</strong> <strong>Nile</strong> Basin, <strong>the</strong> analytical design of this <strong>the</strong>sis assigns a greater weight<br />

to n<strong>on</strong>-governmental domestic actors, but <strong>on</strong>ly very peripherally addresses<br />

<strong>the</strong> role of <strong>for</strong>eign c<strong>on</strong>tractors. The reas<strong>on</strong> <strong>for</strong> <strong>the</strong> under-representati<strong>on</strong> of<br />

c<strong>on</strong>tractors mainly relates to <strong>the</strong>ir low profile and visibility in <strong>the</strong> <strong>for</strong>mal<br />

nati<strong>on</strong>al policy processes.<br />

The linkages between different water sector actors are analyzed by applying<br />

<strong>the</strong> analytical method of Social Network Analysis (see Chapter 6). Data<br />

<strong>on</strong> different types of relati<strong>on</strong>ships were collected through a questi<strong>on</strong>naire<br />

(see Appendix).<br />

In<strong>for</strong>mati<strong>on</strong> <strong>on</strong> <strong>the</strong> progress of internati<strong>on</strong>al negotiati<strong>on</strong>s was ga<strong>the</strong>red<br />

from project documents, media reports, and interviews with key in<strong>for</strong>mants.<br />
