particularly stress <strong>the</strong> role of in<strong>for</strong>mati<strong>on</strong> availability and management<br />
(Milner 1997), or of competing narratives c<strong>on</strong>cerning <strong>the</strong> issue under negotiati<strong>on</strong><br />
(Bosold and Oppermann 2006).<br />
Robert Putnam himself does not make c<strong>on</strong>crete suggesti<strong>on</strong>s as to how<br />
exactly <strong>the</strong> domestic c<strong>on</strong>straints should be c<strong>on</strong>ceptualized and measured, but<br />
challenges political scientists to ‘marry’ <strong>the</strong> two-level game framework with<br />
different <strong>the</strong>ories of domestic policy-making. Reflecting <strong>the</strong> high diversity<br />
and complexity of <strong>the</strong>ories developed to frame domestic policy processes (i.e.,<br />
Public Policy Analysis), no broadly accepted approach to operati<strong>on</strong>alizing<br />
two-level games has yet been established. Moravcsik’s (1993) observati<strong>on</strong><br />
that analysts investigating <strong>the</strong> interface between domestic policy-making<br />
and internati<strong>on</strong>al relati<strong>on</strong>s are left with a ‘haphazard checklist’ of potentially<br />
influential domestic factors is still valid to date.<br />
The multi-dimensi<strong>on</strong>al nature of <strong>the</strong> <strong>Nile</strong> Basin negotiati<strong>on</strong>s, comprising<br />
legal and instituti<strong>on</strong>al issues as well as joint river development projects,<br />
complicates <strong>the</strong> applicati<strong>on</strong> of <strong>the</strong> two-level game framework. Cooperati<strong>on</strong><br />
in <strong>the</strong> <strong>Nile</strong> Basin is likely to proceed through flexible legal provisi<strong>on</strong>s and<br />
slow de facto water re-allocati<strong>on</strong> towards <strong>the</strong> most productive uses, ra<strong>the</strong>r<br />
than through a <strong>on</strong>e-time assignment of new nati<strong>on</strong>al water quotas. Water<br />
policy decisi<strong>on</strong>s have multiple and often uncertain impacts <strong>on</strong> a broad range<br />
of water users and sectoral interest groups. In<strong>for</strong>mal processes of c<strong>on</strong>sultati<strong>on</strong><br />
and in<strong>for</strong>mati<strong>on</strong> transfer at both <strong>the</strong> internati<strong>on</strong>al and <strong>the</strong> domestic levels are<br />
c<strong>on</strong>sidered particularly important in <strong>the</strong> c<strong>on</strong>text of cooperati<strong>on</strong> in <strong>the</strong> <strong>Nile</strong><br />
Basin, but are difficult to operati<strong>on</strong>alize in a two-level game framework.<br />
The two-level game approach as applied in this <strong>the</strong>sis thus takes a middle<br />
course between <strong>the</strong> anecdotal and <strong>for</strong>mal applicati<strong>on</strong>s found in <strong>the</strong> literature.<br />
The win-set is used as an explanatory c<strong>on</strong>cept, and a systematic analysis of<br />
domestic water policy processes is c<strong>on</strong>ducted. Key domestic factors are<br />
qualitatively linked to <strong>the</strong> questi<strong>on</strong>s c<strong>on</strong>cerning if, when, and regarding<br />
what specific issues a basin-wide agreement or any kind of transboundary<br />
cooperati<strong>on</strong> is likely to be reached. Ra<strong>the</strong>r than attempting to quantify <strong>the</strong><br />
exact width of <strong>the</strong> win-sets, <strong>the</strong> characteristic of domestic policy processes<br />
are analyzed with regard to <strong>the</strong>ir broadening or narrowing effects <strong>on</strong> different<br />
dimensi<strong>on</strong>s of <strong>the</strong> win-set (see Chapters 5 and 7).<br />
