Water policy networks in Egypt and Ethiopia<br />

network ties of <strong>the</strong>ir entire organizati<strong>on</strong>. The water ministry department<br />
were asked to specify linkages of <strong>the</strong>ir department <strong>on</strong>ly.<br />
Six types of linkages were assessed through a questi<strong>on</strong>naire (see Table<br />
6.1). Interviewees were asked to specify <strong>the</strong> existence or absence of a specific<br />
type of relati<strong>on</strong>ship to each o<strong>the</strong>r actor in <strong>the</strong> network (see questi<strong>on</strong>naires in<br />
<strong>the</strong> Appendix). The interviewees were asked to menti<strong>on</strong> <strong>on</strong>ly linkages with<br />
relevance to issues of water policy planning and implementati<strong>on</strong>.<br />
The influence reputati<strong>on</strong> parameter is a ‘choice’ relati<strong>on</strong>ship, while all<br />
o<strong>the</strong>r relati<strong>on</strong> types indicate an actual interacti<strong>on</strong> within a dyad (pair of actors).<br />
The frequency of meetings was assessed, yielding ‘valued’ relati<strong>on</strong>ship<br />
