The most important d<strong>on</strong>or agencies according to <strong>the</strong> influence reputati<strong>on</strong><br />

measures are <strong>the</strong> World Bank, USAID, and <strong>the</strong> Ne<strong>the</strong>rlands Development<br />

Cooperati<strong>on</strong> Divisi<strong>on</strong> (Dutch Embassy). USAID, however, has recently<br />

phased out its water policy support project, which explains its somewhat<br />

lower centrality values. D<strong>on</strong>ors are c<strong>on</strong>nected to <strong>the</strong> MWRI – in an effective<br />

cooperati<strong>on</strong> sense – both through <strong>the</strong> departments in charge of water policy<br />

<strong>for</strong>mulati<strong>on</strong> (Minister’s Office, Planning Department), as well as through<br />

operati<strong>on</strong>al departments and water projects. The highly central role of several<br />

d<strong>on</strong>or agencies in <strong>the</strong> in<strong>for</strong>mati<strong>on</strong> exchange network is noteworthy, and is<br />

likely to c<strong>on</strong>tribute to <strong>the</strong> d<strong>on</strong>ors’ c<strong>on</strong>siderable influence in additi<strong>on</strong> to <strong>the</strong>ir<br />

expertise and financial resources.<br />
