The internal tie densities in <strong>the</strong> two cohesive subgroups are similar, and tend<br />

to be higher than internal tie densities of <strong>the</strong> actor categories, particularly<br />

<strong>for</strong> effective cooperati<strong>on</strong> linkages. Subgroup 1 (water supply and sanitati<strong>on</strong>)<br />

seems to be somewhat more closely c<strong>on</strong>nected through meetings and affiliati<strong>on</strong>s,<br />

while in<strong>for</strong>mati<strong>on</strong> exchange and effective cooperati<strong>on</strong> are more<br />

pr<strong>on</strong>ounced within subgroup 2 (irrigati<strong>on</strong>). These differences may partly<br />

reflect <strong>the</strong> l<strong>on</strong>g instituti<strong>on</strong>al history of <strong>the</strong> irrigati<strong>on</strong> sub-sector, and <strong>the</strong><br />

recently streng<strong>the</strong>ned programs to improve drinking water and sanitati<strong>on</strong><br />

coverage in <strong>the</strong> c<strong>on</strong>text of <strong>the</strong> Millennium Development Goals.<br />

The Ethiopian water sector<br />

High rainfall variability and limited access to water services are <strong>the</strong> main<br />

challenges to water policy making in Ethiopia. Poverty alleviati<strong>on</strong> and<br />

food security – sometimes understood in a narrow sense of food self-sufficiency<br />

– are overarching nati<strong>on</strong>al planning priorities. The goal of increased<br />

agricultural producti<strong>on</strong> is pursued by means of large-scale and small-scale<br />

irrigati<strong>on</strong> expansi<strong>on</strong>, as well as by streng<strong>the</strong>ning rain-fed agriculture (MoWR<br />
