Driving <strong>for</strong>ces and patterns of water policy making in Egypt<br />

4.9 C<strong>on</strong>clusi<strong>on</strong>s<br />

Important steps towards Integrated Water Resources Management have<br />

been taken in <strong>the</strong> Egyptian water sector. C<strong>on</strong>veyance infrastructure and<br />

irrigati<strong>on</strong> technology has been gradually improved to ensure efficient<br />

distributi<strong>on</strong> and utilizati<strong>on</strong> of scarce water resources according to ever<br />

more sophisticated hydrological models. An instituti<strong>on</strong>al re<strong>for</strong>m process<br />

has been set in moti<strong>on</strong> to decentralize water management resp<strong>on</strong>sibilities<br />

to <strong>the</strong> water users. Quality issues are addressed by a number of new<br />

instituti<strong>on</strong>s, and <strong>the</strong> overall water policy making process has been made<br />

more integrative and transparent. Never<strong>the</strong>less, much progress is still<br />

needed to improve <strong>the</strong> effectiveness of <strong>the</strong> water sector in addressing issues<br />

such as polluti<strong>on</strong> c<strong>on</strong>trol, cost recovery, inter-sectoral coordinati<strong>on</strong>, and<br />

stakeholder participati<strong>on</strong>.<br />

Socio-ec<strong>on</strong>omic aspects of water management have gained prominence<br />

as poverty, unemployment, public health c<strong>on</strong>cerns, and envir<strong>on</strong>mental degradati<strong>on</strong><br />

remain am<strong>on</strong>g <strong>the</strong> most pressing challenges of nati<strong>on</strong>al planning.<br />

Inevitably, <strong>the</strong>se challenges call <strong>for</strong> new approaches of water policy making.<br />

Re<strong>for</strong>ming governmental instituti<strong>on</strong>s of water policy making is a <strong>for</strong>midable<br />

task. Water policy makers have to operate in an envir<strong>on</strong>ment characterized<br />

by bureaucratic instituti<strong>on</strong>s, n<strong>on</strong>-transparent power relati<strong>on</strong>ships, and<br />

competing stakeholder interests. As illustrated in this chapter, <strong>the</strong> success<br />

of water management in Egypt is not merely a functi<strong>on</strong> of <strong>the</strong> planning<br />

capacity and willingness to re<strong>for</strong>m <strong>on</strong> <strong>the</strong> part of <strong>the</strong> water authorities, but<br />

depends <strong>on</strong> many actors in <strong>the</strong> water sector and bey<strong>on</strong>d. The relati<strong>on</strong>ships<br />

between <strong>the</strong> government, n<strong>on</strong>-state actors, and user groups have to be shaped<br />

carefully in order to enhance both <strong>the</strong> efficiency and legitimacy of water<br />

sector interventi<strong>on</strong>s.<br />

As this analysis illustrates, organizati<strong>on</strong>al processes and actor interest<br />

bargaining interfere with <strong>the</strong> ‘rati<strong>on</strong>al’ design of water management policies,<br />

or with <strong>the</strong> implementati<strong>on</strong> of such strategies. C<strong>on</strong>flicts of interests and<br />

<strong>the</strong> pressure <strong>on</strong> <strong>the</strong> water authorities to produce comprehensive soluti<strong>on</strong>s<br />

to pressing problems are not likely to ease up in <strong>the</strong> near future. Bottom-up<br />

c<strong>on</strong>tributi<strong>on</strong>s by water users are essential <strong>for</strong> <strong>the</strong> success of water sector<br />
