4 Driving <strong>for</strong>ces and patterns of<br />
water policy making in Egypt<br />
Abstract<br />
I<br />
n studies <strong>on</strong> internati<strong>on</strong>al river basins, it is often assumed that nati<strong>on</strong>al<br />
water policies are made by ‘governments’ or ‘water ministries’ as unitary,<br />
rati<strong>on</strong>al decisi<strong>on</strong>-makers. This chapter analyzes actors, instituti<strong>on</strong>s, and<br />
decisi<strong>on</strong>-making processes in <strong>the</strong> Egyptian water sector and explores implicati<strong>on</strong>s<br />
<strong>for</strong> <strong>the</strong> design and implementati<strong>on</strong> of water policies. Rati<strong>on</strong>al choice<br />
is assumed to be <strong>on</strong>ly <strong>on</strong>e possible pattern of water policy making, and is<br />
distinguished from o<strong>the</strong>r mechanisms driven by organizati<strong>on</strong>al routines or<br />
bargaining over stakeholders’ interests. It is found that in Egypt, despite<br />
c<strong>on</strong>siderable planning capacities, many water policy outcomes are influenced<br />
by developments bey<strong>on</strong>d <strong>the</strong> c<strong>on</strong>trol of <strong>the</strong> water ministry. Water governance<br />
is also influenced by top-level strategic decisi<strong>on</strong>-making, c<strong>on</strong>flicts of interest<br />
between sectors, en<strong>for</strong>cement priority given to policies that prioritize political<br />
stability and / or certain privileged interest groups, and intra-organizati<strong>on</strong>al<br />
resistance to instituti<strong>on</strong>al re<strong>for</strong>m. Policies in <strong>the</strong> traditi<strong>on</strong>al core tasks of<br />
<strong>the</strong> water ministry, i.e., water supply and drainage provisi<strong>on</strong>, and important<br />
strategic decisi<strong>on</strong>s regarding water allocati<strong>on</strong> priorities are mainly made<br />
in a rati<strong>on</strong>al choice manner by <strong>the</strong> respective authorities. Issues that have<br />
emerged more recently, i.e., water quality or demand management, are<br />
subject to interest bargaining between different stakeholder groups in both<br />
<strong>the</strong> planning and <strong>the</strong> implementati<strong>on</strong> phases.<br />
