<strong>the</strong> nati<strong>on</strong>al win-sets could <strong>on</strong>ly be assessed qualitatively <strong>on</strong> <strong>the</strong> basis of<br />
<strong>the</strong> chosen methodology.<br />
Ano<strong>the</strong>r area that remains largely unaddressed in this study c<strong>on</strong>cerns <strong>the</strong><br />
highest level of nati<strong>on</strong>al policy-making, i.e., <strong>the</strong> pers<strong>on</strong>al policy preferences<br />
and networks of heads of states, ministers, and o<strong>the</strong>r powerful individuals, in<br />
<strong>the</strong> c<strong>on</strong>text of both domestic policy decisi<strong>on</strong>s and internati<strong>on</strong>al negotiati<strong>on</strong>s.<br />
A better insight into <strong>the</strong> policy processes at <strong>the</strong> highest level would certainly<br />
yield a more accurate picture of decisi<strong>on</strong>-making patterns governing domestic<br />
water policy processes and transboundary cooperati<strong>on</strong> in <strong>the</strong> <strong>Nile</strong> Basin.<br />
8.4 Suggesti<strong>on</strong>s <strong>for</strong> fur<strong>the</strong>r research<br />
The scientific understanding of <strong>the</strong> complex processes leading to transboundary<br />
cooperati<strong>on</strong> can be deepened through fur<strong>the</strong>r-reaching <strong>the</strong>ory-based<br />
and comparative investigati<strong>on</strong>s at <strong>the</strong> interface between domestic and internati<strong>on</strong>al<br />
water policy making.<br />
The relative effects of different domestic c<strong>on</strong>straints <strong>on</strong> <strong>the</strong> size of <strong>the</strong><br />
win-sets and <strong>the</strong> course of transboundary relati<strong>on</strong>s deserve closer attenti<strong>on</strong>.<br />
A comparative analysis of different river basin case studies could improve<br />
<strong>the</strong> specific insights as to <strong>the</strong> domestic factors that most affect <strong>the</strong> success<br />
and <strong>the</strong> specific focus of transboundary river management regimes. Such<br />
an analysis, however, will have to deal with <strong>the</strong> c<strong>on</strong>siderable variati<strong>on</strong> of <strong>the</strong><br />
specific water management challenges in different river basins. Moreover, <strong>the</strong><br />
l<strong>on</strong>g time span of transboundary regime <strong>for</strong>mati<strong>on</strong> processes complicates<br />
<strong>the</strong> direct comparis<strong>on</strong> of river basins at different stages of negotiati<strong>on</strong> and<br />
implementati<strong>on</strong> of transboundary agreements.<br />
Data <strong>for</strong> a comparative analysis could be drawn from existing databases<br />
(<strong>for</strong> <strong>the</strong> status of internati<strong>on</strong>al cooperati<strong>on</strong> and <strong>the</strong> specific focus of<br />
transboundary agreements) and from existing or new river basin and /or<br />
country case studies (<strong>for</strong> domestic-level policy processes and <strong>the</strong> effectiveness<br />
of transboundary cooperati<strong>on</strong> <strong>on</strong> <strong>the</strong> ground). The in<strong>for</strong>mati<strong>on</strong><br />
