C ORPORATE S ERVICES<br />
Arts<br />
The Wetlands Interpretive Project has progressed with a writer<br />
and designer commissioned for the signage in the final stages <strong>of</strong><br />
design. The third major interpretive artwork, which will be located<br />
in Hyde Park, has been commissioned from artist Judith Forrest.<br />
The artist has completed the initial research and design, with the<br />
resulting work going out to public consultation. A report indicating<br />
public approval was supported by Council. Further approval was<br />
obtained from The Heritage Council <strong>of</strong> Western Australia which<br />
allowed the project to progress to the fabrication stage. Installation<br />
is expected in late <strong>2005</strong>.<br />
The <strong>2004</strong> Art Award took place in October <strong>2004</strong>. The Town<br />
received a record number <strong>of</strong> entries (approximately 400.) With<br />
display room for only 250, the Curator preselected the work<br />
for show, as outlined in the conditions <strong>of</strong> entry, although<br />
understandably disappointing a number <strong>of</strong> those not selected,<br />
the result was a high quality exhibition that was well received,<br />
with the sale <strong>of</strong> 20 works.<br />
Community Arts<br />
The Town <strong>of</strong> <strong>Vincent</strong>, in collaboration with the Film and Television<br />
Institute, launched the Town <strong>of</strong> <strong>Vincent</strong> Film Project in June. The<br />
project involves commissioning a series <strong>of</strong> short films to be filmed<br />
in and around the Town <strong>of</strong> <strong>Vincent</strong>. The films are to be completed<br />
in December <strong>2005</strong> and screened in early January 2006.<br />
Town <strong>of</strong> <strong>Vincent</strong> Visual Arts Scholarships for <strong>2005</strong> were awarded<br />
to Gemma Vasoli <strong>of</strong> Aranmore Catholic College with James McKay<br />
and Jack Hobbs as joint recipients from Perth Modern School.<br />
As part <strong>of</strong> the Local Government Association’s Banners in the<br />
Terrace Project, the Town <strong>of</strong> <strong>Vincent</strong> commissioned artist Garry<br />
Pumfrey to collaborate with four year 10 students from Perth<br />
Modern School to produce a banner. The work was completed in<br />
July and will be displayed in St. Georges Terrace in August <strong>2005</strong>.<br />
Artwork for six Percent for Art Scheme projects were approved<br />
in <strong>2004</strong>-<strong>2005</strong>.<br />
The <strong>2004</strong>-<strong>2005</strong> Visions <strong>of</strong> <strong>Vincent</strong> Photographic Award was<br />
celebrated at the exhibition opening, which was held in conjunction<br />
with the Town’s Australia Day Citizenship Ceremony. There were<br />
193 photographs on display, with a record number <strong>of</strong> photographs<br />
by children (6-18 years). Thirteen prizes were awarded to winners.<br />
Hall/Reserve Bookings<br />
There were 2537 bookings received and processed for the seven<br />
available Council halls in the <strong>2004</strong>-<strong>2005</strong> financial year, resulting in<br />
more than 6840 hours <strong>of</strong> actual use. Council halls were utilised by<br />
15,003 casual users and 66,830 regular users. The total revenue<br />
for the year generated by hall bookings was $79,757, which was<br />
an increase from the previous year.<br />
During the year under review, 193,442 people used the 17<br />
reserves that are available for hire. The total revenue generated<br />
by the hire <strong>of</strong> reserves during the financial year was $9,375.<br />
Leederville Gardens Retirement Village<br />
Full-time management <strong>of</strong> Leederville Gardens Retirement Estate by<br />
the Town commenced in the previous financial year and since this<br />
time there have been many new initiatives implemented. These<br />
include amending the existing constitution, implementation <strong>of</strong> fire<br />
safety procedures and implementation <strong>of</strong> a risk management plan.<br />
Universal Access<br />
The Town is committed to ensuring that the outcomes <strong>of</strong> the<br />
Town’s Disabilities Services Plan (as required under the Disability<br />
Services Act 1993) are met and additionally provide services that<br />
extend beyond these requirements. Consultation began in <strong>2004</strong><br />
with residents and staff to formulate a new Disability Access and<br />
Inclusion Plan for 2006-2011.<br />
The Access Audit Review was adopted by council in March <strong>2005</strong><br />
and work continues in collaboration with the Property Maintenance<br />
section to assist in making the Town’s properties increasingly<br />
accessible.<br />
The <strong>Vincent</strong> Improved Access Awards received its greatest number<br />
<strong>of</strong> nominations in <strong>2004</strong>. Eleven awards in total were handed out<br />
and the overall winner was Amputees in Action.<br />
