E NVIRONMENTAL AND D EVELOPMENT S ERVICES<br />

Health Services<br />

Manager: Deon Brits<br />

Health Services focuses on local community needs and<br />

expectations in relation to environmental health and building<br />

maintenance management <strong>of</strong> 64 Council-owned buildings.<br />

Services are based on a range <strong>of</strong> generic ongoing environmental<br />

health programmes and specified Council targeted projects in<br />

order to promote the health, safety and well-being <strong>of</strong> the local<br />

community and visitors to our Town. Food Safety at 321 food<br />

establishments, Immunisation, Noise Control, Notifiable Infectious<br />

Disease Control, Public Event Control, Substandard Buildings and<br />

Accommodation, Environmental Pollution, Built Asset Maintenance,<br />

et cetera remain essential elements <strong>of</strong> the services.<br />

Using available resources, Health Services work in partnership with<br />

various internal and external stakeholders to enhance local public<br />

health and the general urban environment to meet reasonable<br />

community expectations and state, national and international<br />

health standards or legislation.<br />

On 8 December <strong>2004</strong>, two new Town <strong>of</strong> <strong>Vincent</strong> Health Local<br />

Laws were gazetted to equip Environmental Health Officers with<br />

contemporary provisions and to facilitate annual reviews <strong>of</strong> fees and<br />

charges during Council's normal budgetary processes as follows:<br />

• Town <strong>of</strong> <strong>Vincent</strong> Health Local Law <strong>2004</strong>; and<br />

• Town <strong>of</strong> <strong>Vincent</strong> Health (Eating House) Local Law <strong>2004</strong>.<br />

PROGRAMMES<br />

Food Safety<br />

Food Establishment Assessments are conducted routinely (and when<br />

concerns are raised) to monitor practises, in accordance with the<br />

relevant food hygiene and safety standards. A total <strong>of</strong> 196 eating<br />

houses including restaurants, dining rooms, tearooms and take-away<br />

premises were licensed during the year, together with 54 alfresco<br />

dining establishments. In addition, there are a further 71 food<br />

premises that do not currently require an Eating House Licence,<br />

however still require inspection. These include 17 butchers and<br />

numerous liquor licensed premises, supermarkets and warehouses.<br />

Microbiological and Chemical Sampling<br />

Two hundred and fourteen samples were submitted for<br />

microbiological or chemical analysis to the Local Government<br />

Analytical Analyst or to the State Health Laboratory Food Hygiene<br />

Section (PathCentre) and the Chemistry Centre <strong>of</strong> WA. Compared<br />

with the previous financial year figure <strong>of</strong> 180 samples, this is a<br />

substantial increase. Of the 214 samples submitted, 19 were<br />

directly related to food complaints received by the Town’s<br />

Environmental Health Officers. The rest were targeted samples in<br />

accordance with strategies <strong>of</strong> the Northern Food Monitoring Group<br />

(which consists <strong>of</strong> 12 Councils), and WA Food Monitoring Group<br />

Programmes (includes the Department <strong>of</strong> Health WA Principal Food<br />

Scientist). Recent sampling included: Listeria in deli Meats and<br />

slicers; microbial quality <strong>of</strong> ready-to-eat lettuce and herbs; chemical<br />

levels in bamboo shoots and imported seaweed; histamine levels in<br />

imported fish products; fish speciation survey; and microbial quality<br />

<strong>of</strong> pork pies. Sampling was representative with many local<br />

authorities participating and the majority <strong>of</strong> results being highly<br />

satisfactory. In addition, all local manufacturers were sampled to<br />

ensure targeted compliance with the Food Standards Code.<br />

Food Recall Notifications<br />

The Health Department <strong>of</strong> Western Australia issued 44 food<br />

recalls, 37 <strong>of</strong> which required Environmental Health Officer action to<br />

ensure the removal <strong>of</strong> the non-compliant, adulterated or incorrectly<br />

labelled food products from retail outlets.<br />

Food Safety Training<br />

Environmental Health Officers have continued their promotion <strong>of</strong><br />

food safety through personal education or by using the nationallyrecognised<br />

FoodSafe programme. This basic food handler training<br />

package targets all food establishments within the municipality and<br />

assists proprietors to provide food to customers that is generally<br />

safe, hygienic and <strong>of</strong> an appropriate quality. There are currently 31<br />

FoodSafe accredited premises within the Town which are audited<br />

periodically, including a school canteen, nursing homes, meals on<br />

wheels, childcare centres, restaurants and various other food<br />

service establishments.<br />
