C ORPORATE S ERVICES<br />

Compliance with Record-keeping Plan<br />

1. The efficiency and effectiveness <strong>of</strong> the<br />

organisation’s record-keeping systems is<br />

evaluated not less than once every five years.<br />

* Each department within the Town continually updates<br />

and is responsible for information regarding access<br />

issues pertaining to their specific areas.<br />

2. The organisation conducts a record-keeping training<br />

programme.<br />

• The internal and external training was provided<br />

throughout the year in line with the Town’s recordkeeping<br />

plan.<br />

3. The efficiency and effectiveness <strong>of</strong> the record-keeping<br />

training programme is reviewed from time to time.<br />

• Feedback was received from training participants and a<br />

new training programme will be implemented for next<br />

financial year.<br />

4. The organisation’s induction programme addresses<br />

employee roles and responsibilities in regard to their<br />

compliance with the organisation’s record-keeping plan.<br />

• New elected members and employee’s role in the<br />

organisation’s record-keeping plan is addressed as part<br />

<strong>of</strong> the Town’s induction process.<br />

Beatty Park Leisure Centre<br />

This year Beatty Park Leisure Centre has again maintained its status<br />

as a highly respected venue in the leisure industry. The Centre has<br />

prided itself over the years in achieving industry best practice in all<br />

aspects <strong>of</strong> operation including strategic and business planning;<br />

programme and event innovation; customer service delivery; human<br />

resource management; asset and risk management; financial<br />

management; and the application <strong>of</strong> new technology.<br />

• installation <strong>of</strong> pool blankets<br />

• installation <strong>of</strong> the ultra violet system for water treatment<br />

• replacement <strong>of</strong> the automatic pool cleaner<br />

• repairs and upgrades to the sauna, spa and steamroom areas<br />

• upgrades to the CCTV security system<br />

• several pieces <strong>of</strong> new gym equipment.<br />

Needs Analysis and Feasibility Study<br />

The purpose <strong>of</strong> the study is to prepare a plan indicating potential<br />

development scenarios for Beatty Park Leisure Centre. There are<br />

two stages <strong>of</strong> this project:<br />

i) Needs Analysis<br />

ii) Feasibility Study.<br />

The Needs Analysis was conducted between April and July <strong>2004</strong><br />

and involved a review <strong>of</strong> documentation, reports and statistical data<br />

available on the Centre. It included a competitor analysis and a review<br />

<strong>of</strong> demographic data relevant to the Centre’s catchment area. Detailed<br />

consultation was conducted with all <strong>of</strong> the Centre’s stakeholders.<br />

The results <strong>of</strong> the Needs Analysis were presented to Council in a<br />

written report in October <strong>2004</strong>. The findings illustrated that there<br />

is a high level <strong>of</strong> satisfaction towards to the Centre by all current<br />

users and the general community. The study also confirmed that<br />

there is strong support for an upgrade <strong>of</strong> the facility to comply<br />

with modern standards <strong>of</strong> leisure facility provision. The age and<br />

uncertain lifespan <strong>of</strong> much <strong>of</strong> the plant, equipment and building<br />

requires further investigation in order to accurately estimate<br />

redevelopment costs. For this reason the report recommended that<br />

the Centre conduct a ‘hydraulic and mechanical services study’ and<br />

a ’due diligence building assessment’ prior to progressing with the<br />

next stage <strong>of</strong> the project. Council accepted this recommendation<br />

and approval was given to progress to the Feasibility Study.<br />

As part <strong>of</strong> the Centre’s commitment to preventative maintenance<br />

and ongoing building upgrades, the following works were<br />

undertaken during the year:<br />
