This section is responsible for the construction and maintenance <strong>of</strong><br />

the Town’s infrastructure including roads, footpaths, drainage,<br />

rights <strong>of</strong> way (ROWs) car parks and streetscapes. The section is<br />

also responsible for the collection <strong>of</strong> household refuse from<br />

residential and commercial properties throughout the Town, and<br />

street and precinct cleaning.<br />

CAPITAL WORKS IMPLEMENTED DURING<br />

<strong>2004</strong>-<strong>2005</strong> INCLUDED:<br />

Footpath Slab Replacement<br />

During the <strong>2004</strong>-<strong>2005</strong> financial year a total <strong>of</strong> $350,000 was<br />

expended on the replacement <strong>of</strong> existing slab footpaths. Year eight<br />

<strong>of</strong> the slab replacement programme resulted in approximately 6km<br />

<strong>of</strong> paths being replaced with either cast in-situ concrete or brick<br />

paving throughout the Town.<br />

Road Resurfacing and Rehabilitation<br />

An additional $420,000 was allocated for road resurfacing and<br />

rehabilitation <strong>of</strong> the Town’s roads as part <strong>of</strong> Town’s ongoing road<br />

upgrading programme. Several higher order roads were also<br />

upgraded as part <strong>of</strong> the programme, where the Council contributed<br />

one-third with the State Government contributing the remaining<br />

two-thirds <strong>of</strong> the cost. The higher order roads upgraded included:<br />

• Green Street – Dunedin Street to Scarborough Beach Road<br />

• Walcott Street – Hill Street to Redfern Street.<br />

Federal Roads to Recovery Projects<br />

In <strong>2004</strong>-<strong>2005</strong> approximately $164,000 <strong>of</strong> Federal ‘Roads to<br />

Recovery’ funding was used to upgrade the following roads:<br />

• Money Street<br />

• Leake Street<br />

• Stuart Street<br />

• Barnett Street<br />

• Kadina Street.<br />

The Roads to Recovery programme was due to cease in <strong>2004</strong>-<br />

<strong>2005</strong> however the Federal Government has extended the<br />

programme for another five years commencing in July <strong>2005</strong>.<br />

Rights <strong>of</strong> Way (ROWs)<br />

In accordance with Council’s adopted programme, a further seven<br />

Town-owned ROWs were upgraded to a paved and drained standard<br />

at a total cost <strong>of</strong> approximately $300,000. In addition the Town<br />

upgraded several ROWs for private developers and carried out<br />

maintenance works as required on a number <strong>of</strong> other unsealed ROWs.<br />

Other Capital works<br />

A large number <strong>of</strong> other significant projects were constructed by<br />

the Town’s day labour force during the <strong>2004</strong>-<strong>2005</strong> financial year<br />

including approximately $140,000 <strong>of</strong> recoverable works for private<br />

developers and public utility authorities.<br />

GENERAL MAINTENANCE WORKS:<br />

In excess <strong>of</strong> $400,000 was expended on the ongoing maintenance<br />

and repairs <strong>of</strong> footpaths, roads, drainage and ROWs. In addition,<br />

the installation <strong>of</strong> crossovers and installation <strong>of</strong> new and<br />

replacement street/parking signage and road line marking<br />

was undertaken.<br />
