Community Events<br />
National Tree Day was just one <strong>of</strong> many community events<br />
at which it was my pleasure to meet members <strong>of</strong> the <strong>Vincent</strong><br />
community. Others included the annual Anzac Day Service,<br />
our ever-popular outdoor concerts, the Mayoral Walk, Pioneers<br />
Celebration and Carers Recognition Lunch. Then there were our<br />
many awards and competitions – the Art Award, Local History<br />
Award, Improved Access Awards, Visions <strong>of</strong> <strong>Vincent</strong> Photographic<br />
Competition and Garden Competition – all <strong>of</strong> which gave me<br />
opportunities to meet many <strong>of</strong> the residents and ratepayers who<br />
play such an active role in the Town.<br />
May election results<br />
Local government elections in May <strong>2005</strong> resulted in Council<br />
welcoming two new councillors, Izzi Messina and Dudley Maier.<br />
We also said farewell to Cr Caroline Cohen and Cr Basil Franchina.<br />
Cr Franchina’s departure means Cr Ian Ker is the only remaining<br />
councillor who has been with the Town since the first council was<br />
elected in 1995. My sincere thanks to all the councillors who<br />
contributed to the decision-making process during the year under<br />
review, and to Crs Cohen and Franchina for their contribution to<br />
the Town during their time in <strong>of</strong>fice.<br />
New local government election dates<br />
Local government election dates have been moved from May to<br />
the third Saturday in October. This change will be implemented in<br />
time for the next elections which are due to be held in 2007.<br />

The next twelve months<br />
We go into the new financial year with plans for a major<br />
development kick-started by the extraordinary community support<br />
for making Perth the home <strong>of</strong> the next Super 14 competition<br />
rugby union team. Prior to the decision being announced on 10<br />
December, Premier Ge<strong>of</strong>f Gallop committed $25 million to fasttrack<br />
Stage 2 <strong>of</strong> Members Equity Stadium if Rugby WA’s bid was<br />
successful. It was <strong>of</strong> course and work will start on Stage 2, fully<br />
funded by the State Government, in the new financial year.<br />
We will also continue the programme to upgrade our footpaths,<br />
roads, parks, community amenities and Town Centres and expand<br />
services to seniors.<br />
New initiative<br />
In addition, I hope to introduce an exciting new initiative for youth<br />
this year. I am exploring the possibility <strong>of</strong> collaborating with other<br />
councils to <strong>of</strong>fer scholarships for planning students to fill the<br />
current urgent need <strong>of</strong> planning and other pr<strong>of</strong>essional <strong>of</strong>ficers in<br />
local government.<br />

Officer and <strong>of</strong>ficers<br />
I must thank Chief Executive Officer John Giorgi and the Town’s<br />
<strong>of</strong>ficers for their hard work during the last 12 months on behalf <strong>of</strong><br />
the residents and ratepayers <strong>of</strong> the Town. We have had a number<br />
<strong>of</strong> major projects on the go over the past few years, and the fact<br />
that they have been completed with minimal problems is a credit<br />
to the work <strong>of</strong> the <strong>of</strong>ficers, led by the CEO. Any unexpected<br />
challenges have been met and resolved without any major<br />
adverse impact.<br />
I look forward to another exciting and productive year working on<br />
behalf <strong>of</strong> local residents, ratepayers, business and visitors to the<br />
Town <strong>of</strong> <strong>Vincent</strong>.<br />
