E NVIRONMENTAL AND D EVELOPMENT S ERVICES<br />

Environmental Noise Control<br />

Alleged unreasonable noise and sound disturbances continue to be<br />

a significant source <strong>of</strong> complaints, particularly from residents in<br />

high-density settings. Subsequently, Health Services <strong>of</strong>ten meet<br />

with both parties to resolve matters and impose various noise<br />

control measures including Noise-Specific Building Conditions,<br />

time restrictions, requiring Noise Management Plans and, if<br />

justified, the issuing <strong>of</strong> Noise Abatement Directions, Warning<br />

Letters, and Infringement Notices to minimise/deter the<br />

occurrence. Health Services actioned 179 formally lodged noise<br />

complaints and around 200 other noise queries/complaints during<br />

the year. The majority <strong>of</strong> noise complaints were related to airconditioner<br />

noise, building construction noise and amplified music.<br />

A noticeable increase in air-conditioner noise complaints were<br />

again observed during this financial year. The majority <strong>of</strong><br />

complaints were resolved by personal approach, oral and written<br />

directions, and mediation. Health Services have also issued 11<br />

notices to premises requiring noisy air-conditioner/compressor<br />

units to be relocated or attenuated. Compliance with all 11 notices<br />

has been achieved.<br />

Health Promotion<br />

During the past year health promotion has been provided to<br />

employees, residents and proprietors, and involved the<br />

following issues:<br />

• Women and Men’s Preventative Health Information<br />

• Organ Donor Awareness Week<br />

• Free Monthly Sporting Events for staff<br />

• Healthy Lifestyle Tips & Monthly well@work Newsletter<br />

• Red Nose Day<br />

• Food Safety Tips for Christmas<br />

Furthermore, the Town’s Health Services website has been updated<br />

with new Health Fact Sheets on topics such as Food Safety, Noise<br />

Control, Smoky Chimneys, Food Premises Construction Guidelines,<br />

Bee Keeping Guidelines, Mosquitoes & Midges Control Guidelines,<br />

European Wasps Information and more.<br />

Needle and Syringe Programmes, including the Discarded Needle<br />

Collection Service, are successful public health strategies aimed<br />

at reducing the transmission <strong>of</strong> infections such as Hepatitis B,<br />

Hepatitis C and HIV/AIDS. The vast majority <strong>of</strong> needles and syringes<br />

distributed are disposed <strong>of</strong> properly, however, sometimes improperly<br />

discarded needles and syringes are found in the community.<br />

The collection <strong>of</strong> 27 rigid sharps containers strategically located<br />

throughout the Town was continued and is increasingly successful<br />

at reducing inappropriately discarded syringes.<br />

Pest Control<br />

Rodents bait was issued to 220 premises in the Town. Numerous<br />

enquiries were also received and subsequently fact sheets on the<br />

control <strong>of</strong> vermin were issued to residents.<br />

Special Events and Temporary Food Stalls<br />

Environmental Health Officers inspected and issued 56 permits to<br />

all food vendors servicing public events, fairs and festivals.<br />

Capital Works and Specified Building<br />

Maintenance Programmes<br />

• One full-time Property Maintenance Officer is responsible for<br />

undertaking selected Capital, Specific, and General Building<br />

Maintenance works at 64 Council-owned properties.<br />

Repair/upgrade works were identified from regular building<br />

maintenance inspections, Council priorities and<br />

service requests.<br />

• Walk to Work Day<br />

• Diabetes Awareness Week<br />

• Quit Week.<br />
