T ECHNICAL S ERVICES<br />
• Robertson Park car park – upgrade, undertaken as part <strong>of</strong> the<br />
Robertson Park Redevelopment Project, the car park was<br />
reconfigured to increase capacity and resurfaced with new<br />
line-marking, signage and lighting<br />
• Beatty Park Reserve/Farr Avenue car park – new lighting<br />
installed<br />
• Completed as part <strong>of</strong> the <strong>2004</strong>-<strong>2005</strong> car park resurfacing<br />
programme:<br />
Flinders Street car park<br />
Coogee Street car park<br />
Pansy Street car park.<br />
Further, as also identified in the Parking Strategy, new, easier to<br />
read, distinctive signage is being progressively introduced into the<br />
Town’s public car parks.<br />
Traffic Management and Safety<br />
Various traffic management projects were completed during the<br />
course <strong>of</strong> the year ranging from small localised enhancement works<br />
to more significant projects. The value <strong>of</strong> these works was in the<br />
order <strong>of</strong> $135,000, including the following:<br />
• Intersection <strong>of</strong> William and Brisbane Streets, Perth –<br />
relocation <strong>of</strong> traffic signals and the installation <strong>of</strong> new ramps<br />
and dedicated pedestrian crossing phases, undertaken in<br />
conjunction with Main Roads WA and as part <strong>of</strong> the<br />
aforementioned Brisbane Street Upgrade project<br />
• Intersection <strong>of</strong> Alma Road and Leake Street, North Perth –<br />
installation <strong>of</strong> pedestrian refuge islands in Alma Road to<br />
improve pedestrian safety, reinforce the stop control and<br />
better manage traffic through the intersection<br />
• The <strong>of</strong>f-set intersection <strong>of</strong> Brentham and Flinders Streets<br />
with Anzac Road, Mount Hawthorn – installation <strong>of</strong> pedestrian<br />
refuge islands on approach to Anzac Road to improve<br />
pedestrian safety and traffic movements through<br />
the intersection<br />
• Intersection <strong>of</strong> Lawley and Fitzgerald Streets, West Perth –<br />
installation <strong>of</strong> pedestrian refuge island to improve pedestrian<br />
safety, reinforce the stop control, improve traffic management<br />
and create additional parking spaces<br />
• Anzac Road, Mount Hawthorn, Egina Street to Buxton Street –<br />
installation <strong>of</strong> traffic calming measures and improved<br />
intersection sight distances in Anzac Road and with a<br />
pedestrian refuge island installed in Federation Street.<br />
Other Programmes<br />
Finalisation <strong>of</strong> the Town’s Distributor Road Streetlight Upgrading<br />
Programme with the installation <strong>of</strong> new and enhanced street<br />
lighting in Fitzgerald Street, through the North Perth Centre<br />
Precinct, between Raglan Road and Angove Street. The<br />
programme, undertaken over the past seven years, has seen the<br />
level <strong>of</strong> street lighting on 24 <strong>of</strong> the Town’s major roads significantly<br />
improved as a road safety and pedestrian security initiative.<br />
<strong>Annual</strong> streetlight audit and installation programme. As in previous<br />
years the Town’s Officers undertook a streetlight audit in July-<br />
August <strong>2004</strong> to determine the percentage <strong>of</strong> streetlights in<br />
working order, to assess the adequacy <strong>of</strong> the lighting and to<br />
make recommendations on installing additional lighting where<br />
appropriate. In all 3074 street lights were identified, an increase <strong>of</strong><br />
62 units over the previous year, and their locations logged, <strong>of</strong><br />
which some 106 (or 3.4%) were not working and subsequently<br />
reported to Western Power for repair. The 2003-<strong>2004</strong> audit<br />
identified 3012 streetlights <strong>of</strong> which 143 or 4.7% were not<br />
working indicating that the level <strong>of</strong> services had marginally<br />
improved over the 12 month period.<br />
The cost <strong>of</strong> the additional street lighting installed, excluding those<br />
installed in Fitzgerald Street, was $28,000. A majority <strong>of</strong> the new<br />
lights were installed as a direct result <strong>of</strong> residents’ and businesses’<br />
requests or to eliminate dark areas as identified in the audit.<br />
