Chapter VIII<br />

a. Determine personnel requirements including number of personnel, Service, grade,<br />

skill, clearance, and any special qualifications for the directorate. Forward these<br />

requirements to the JTF J-1 with appropriate billet description and justification.<br />

b. Coordinate the overall JTF logistic functions and requirements.<br />

c. Advise the CJTF concerning JTF logistic matters that affect mission accomplishment.<br />

d. Formulate JTF logistic policies.<br />

e. Develop annex D (Logistics) to OPLANs, OPORDs, or campaign plans. Develop<br />

appropriate sections of paragraph 4 of the basic plan and CCDR’s strategic concept.<br />

Participate in JIPOE process.<br />

f. Coordinate common item supply and services support in accordance with tasking<br />

assigned in the OPLAN or OPORD, annex D (Logistics).<br />

g. Coordinate common-user logistics (CUL) Service responsibilities as designated by<br />

the GCC, agreements for inter-Service supply and support, local procurement and controls,<br />

and allocate indigenous facilities and logistic resources available at staging bases in the JOA.<br />

h. Monitor critical classes of supply support capabilities for the purpose of mission<br />

tasking and economy of resources and allocating critical resources.<br />

i. Arrange for and monitor transportation movement requirements; also evaluate<br />

capabilities and limitations of assigned and attached forces, supporting commands, agencies,<br />

and in-country assets.<br />

j. Coordinate the operation of transportation nodes within the JOA including airports,<br />

seaports, and beaches.<br />

k. Identify and coordinate HNS and local resource requirements with the CMOC or<br />

primary agency. During foreign disaster relief, or FHA operations, DSCA, or support to<br />

USG response activities, the J-4 can play an important supporting role to the CMOC in<br />

meeting NGOs or IGOs requests for assistance and aiding them in coordinating all aspects of<br />

providing assistance with limited resources.<br />

l. Arrange HNS with the appropriate agency in the JOA.<br />

m. Identify theater requirements for contract support against existing contracting assets.<br />

If warranted, take necessary actions, in coordination with the GCC, to stand up requirements<br />

and contracting related boards and a joint contracting organization (either lead Service for<br />

contracting or joint contracting center [JCC]) necessary to maintain JOA-wide visibility of<br />

JTF requirements and component contracting efforts, and effectively support JTF<br />

requirements. Ensure contracting officers with appropriate warrants are requested.<br />

Additionally, identify resource requirements to support the contracting function, including<br />

protection, financial management, linguist, and legal support. Refer to <strong>JP</strong> 4-10, Operational<br />

Contract Support, for further details concerning contracting. Coordinate and manage<br />
