PERSONAL STAFF: STAFF JUDGE ADVOCATE<br />

a. The JTF SJA is the principal legal advisor to the CJTF and is responsible for the<br />

training, equipping, and employment of legal personnel assigned or attached to the JTF. The<br />

SJA provides the full spectrum of legal services to the CJTF and staff and coordinates with<br />

the supported CCDR’s SJA to optimize legal support. The SJA should have direct access to<br />

the CJTF. The advice should not be filtered through an intermediary. General<br />

responsibilities include:<br />

(1) <strong>Task</strong> organize the SJA’s office to meet the JTFs mission-specific requirements.<br />

The office must be joint and provide the appropriate mix of legal subject matter experts<br />

necessary to fully support the CJTF. The task organization will vary depending on the JTF<br />

mission.<br />

(2) Provide legal advice and support to the CJTF and staff.<br />

(a) International and operational law (including law of armed conflict, ROE,<br />

RUF, rule of law operations, law of the sea, airspace law, intelligence law, cyberspace<br />

operations, detention operations, international agreements, concepts and regional issues<br />

concerning national sovereignty, and general international law).<br />

(b) Military justice (including uniform policies to maintain good order and<br />

discipline, disposition for misconduct, and supervision of military justice process).<br />

(c) Claims (including Personnel Claims Act, Military Claims Act, Foreign<br />

Claims Act, SOFA claims, tort claims, admiralty, solatia payments, Article 139 claims, and<br />

affirmative claims).<br />

(d) Legal assistance.<br />

(e) Administrative law (including environmental law, federal employment law,<br />

investigations, Freedom of Information Act, and Privacy Act).<br />

(f) Contract and fiscal law.<br />

(3) Provide legal advice to the entire JTF staff.<br />

(4) Serve as a single point of contact for component SJAs regarding legal matters<br />

affecting forces assigned or attached to the JTF.<br />

(5) Serve as a CJTF point of contact with non-DOD agencies, IGOs, and NGOs in<br />

the execution of rule of law operations.<br />

(6) Provide assistance with drafting command policies, orders, and international<br />

agreements.<br />
