Forming and Organizing The <strong>Joint</strong> <strong>Task</strong> <strong>Force</strong> <strong>Headquarters</strong><br />

(6) Providing guidance to subordinate and supporting forces for planning and<br />

conducting operations.<br />

(7) Ensuring ongoing operations are properly monitored to include maneuver, fires,<br />

communications, IO, PA, and other supporting activities.<br />

(8) Keeping the JTF establishing authority informed on the progress of ongoing<br />

operations and the progress towards overall mission accomplishment.<br />

(9) Ensuring the JTF staff conducts proper coordination with other forces and<br />

agencies not assigned or attached, including friendly forces and governments, NGOs, or<br />

IGOs.<br />

(10) Establishing, if necessary, coordinating procedures for specific functions or<br />

activities among assigned, attached, and supporting forces.<br />

(11) Establishing the succession of command.<br />

(12) Exercising directive authority for those common support capabilities deemed<br />

essential to the accomplishment of the mission by the CJTF that may be delegated by the<br />

CCDR. If the CCDR has not delegated this authority to the CJTF by way of warning order,<br />

OPORD, or other formal directive, then the CJTF should initiate a request for this authority.<br />

(13) Ensuring that cross-servicing support is provided and that forces operate as<br />

effective, mutually supporting teams.<br />

(14) Identifying any requirement for additional forces or personnel to the<br />

establishing authority.<br />

(15) Appointing the space coordinating authority (SCA). A CJTF normally<br />

designates an SCA to coordinate joint space operations and integrate space capabilities.<br />

Based on the complexity and scope of operations, the CJTF can either retain SCA or<br />

designate a component commander as the SCA. The CJTF considers the mission, nature,<br />

and duration of the operation; preponderance of space force capabilities made available and<br />

resident C2 capabilities (including reachback) in selecting the appropriate option. The SCA<br />

responsibilities are detailed in <strong>JP</strong> 3-14, Space Operations.<br />

(16) Determining whether to retain control of joint security operations, normally<br />

coordinated through the JTF J-3, or to designate the joint force land component commander<br />

(JFLCC) or joint force maritime component commander (JFMCC) as an area commander<br />

with joint security responsibilities. To facilitate joint security operations, commanders<br />

should establish a joint security element, led by the joint security coordinator, to<br />

coordinate these operations.<br />

(17) Serving concurrently as a Service component commander. When one<br />

individual is assigned as both a CJTF and a CCDR level Service component commander,<br />

that individual retains all responsibilities associated with both command positions. This<br />

command organization is not optimal as it may detract from the CJTF’s primary duties.<br />
