b. <strong>Joint</strong> manpower division provides policy oversight on joint manpower and<br />

management of joint forces and US contributions to multinational military organizations.<br />

c. Personnel readiness division provides plans, policy, and guidance on joint personnel<br />

issues, to include oversight of joint personnel operations. Personnel readiness plans include<br />

development of the manpower requirements for inclusion in plans and orders. Personnel<br />

readiness issues normally are addressed in the plans and operations division of a joint force<br />

J-1.<br />

d. Personnel services division accomplishes actions for the internal staff, DOD<br />

civilians, and military members of the JTF. It also includes limited administrative<br />

requirements related to DOD contractors authorized to accompany the force (CAAF).<br />

e. Directors action group reviews policies pertaining to the separation/retirement of<br />

military personnel, concurrent receipt, survivor benefits, veteran issues, assignment policy,<br />

force realignment and transformation, quality of life issues, compensation, and recruiting and<br />

retention. All Services should have representation to the director’s action group to provide<br />

guidance on Service specific personnel issues.<br />

3. Responsibilities<br />

Some responsibilities and functions executed by the J-1 are:<br />

a. Personnel Management. A JTF J-1 is responsible for overseeing personnel<br />

management activities.<br />

b. Manpower Management<br />

(1) Manpower management consists of providing plans, policy, and oversight on<br />

joint manpower issues. The J-1 plays a key role in facilitating the consolidation and<br />
