Checklist for <strong>Joint</strong> <strong>Task</strong> <strong>Force</strong> J-4<br />

l. Have the requirements for logistics civil augmentation program (LOGCAP), Air<br />

<strong>Force</strong> contract augmentation program, and Navy global contingency construction contract<br />

program assistance been evaluated?<br />

m. Do the Services have procedures established for equipment accountability during<br />

deployment and redeployment operations?<br />

n. Is a DLA support team required to augment the JTF J-4 staff?<br />

6. Deployment and Distribution<br />

a. Have joint-use transportation requirements been established?<br />

b. Has a JMC or JDDOC been established (if needed) to ensure transportation requests<br />

are validated and theater common-user transportation resources are employed with maximum<br />

effectiveness?<br />

c. Are common-user transportation requirements, capabilities, and performance<br />

monitored?<br />

d. Are transportation shortfalls and conflicts in priorities deconflicted?<br />

e. What HN transportation facilities and equipment are available?<br />

f. Has the JMC or JDDOC evaluated and disseminated information about HN<br />

transportation systems, facilities, equipment, and personnel?<br />

g. Has the JMC or JDDOC established the necessary communications (GCCS) to<br />

monitor and effect changes to the deployment of forces and supplies?<br />

h. Has the JTF J-4 coordinated with USTRANSCOM throughout planning, deployment,<br />

execution, and redeployment phases?<br />

i. Has the JTF J-4 coordinated with the JTF J-1 to ensure customs and duty issues do<br />

not hinder the expeditious movement of DOD cargo?<br />

7. Engineer<br />

a. Has a JTF engineer been assigned or identified?<br />

b. Have engineer policy and guidance been established?<br />

c. Have a joint civil-military engineering board and JFUB been established? Are board<br />

procedures in place?<br />

d. Have traffic regulations, dictated by physical conditions of routes and communications,<br />

been established?<br />
