cyberspace while denying the same to our adversaries.<br />

f. Integration and Sustainment of the JTF Staff. Integration and sustainment of the<br />

JTF staff is a routine but important function. The headquarters commandant (HQCOMDT)<br />

is normally the primary planner and executor of these integration and sustainment functions<br />

for the JTF HQ. Refer to Annex H, “Special Staff: <strong>Headquarters</strong> Commandant,” of<br />

Appendix C, “Commander, <strong>Joint</strong> <strong>Task</strong> <strong>Force</strong> Personal and Special Staffs,” for a more<br />

detailed discussion of the HQCOMDT responsibilities.<br />

g. Additional Information. There are a number of products and resources that will<br />

assist CJTFs and staffs in expediting the process of forming the JTF HQ and organizing the<br />

staff. These products and resources include notional JTF HQ templates that contain JMDs<br />

and C2 architectures, systems, software, telecommunications and video requirements,<br />

Common <strong>Joint</strong> <strong>Task</strong> <strong>Force</strong> <strong>Headquarters</strong> Standing Operating Procedures, and learning<br />

SECTION B. COMMAND AND STAFF RESPONSIBILITIES<br />

4. Command and Staff Roles and Responsibilities<br />

a. Commander, <strong>Joint</strong> <strong>Task</strong> <strong>Force</strong>. The CJTF is ultimately responsible to the<br />

establishing authority for JTF actions. The CJTF duties may include (but are not limited to)<br />

the following:<br />

(1) Determining the C2 and support relationships for the proper employment of<br />

assigned and attached forces for accomplishing assigned missions and keeping the<br />

established authority informed.<br />

(2) Supervising all aspects of the JTF’s planning efforts to include development of<br />

OPORDs, OPLANs, concept plans (CONPLANs), and time-phased force and deployment<br />

data (TPFDD).<br />

(3) Establishing requisite policies and guidelines. This includes providing<br />

guidance to the chief of staff concerning the establishment of the appropriate organization<br />

structure.<br />

(4) Applying operational risk management to all levels of war, across the range of<br />

military operations, and all phases of an operation to include any branches or sequels of an<br />

operation.<br />

(5) Exercising or delegating as appropriate, OPCON over assigned and normally<br />

over attached forces. The CJTF also may exercise TACON, have coordinating authority, or<br />

be in a support relationship as either a supported or supporting commander.<br />
