Element<br />

Intelligence disciplines are well-defined areas of<br />

intelligence collection, processing, exploitation, and<br />

reporting using a specific category of technical or<br />

human resources. Intelligence sources are grouped<br />

according to one of the seven intelligence<br />

disciplines: geospatial intelligence; human<br />

intelligence; signals intelligence; measurement and<br />

signature intelligence; open-source intelligence;<br />

technical intelligence; and counterintelligence.<br />

The CCMD joint intelligence operations center<br />

fuses national-level, operational-level, and tacticallevel<br />

intelligence, and acts as the combatant<br />

commander’s (CCDR’s) intelligence support<br />

mechanism to deployed JTFs, as required.<br />

The joint intelligence support element (JISE)<br />

integrates intelligence operations with operational<br />

and planning functions and performs common<br />

intelligence functions. By design, the JISE is<br />

scalable to meet the needs of the JTF, and it is<br />

tailored to fit the operational environment based on<br />

identified CJTF requirements.<br />

J-3 Organization<br />

The CJTF should establish a<br />

joint operations center (JOC) to<br />

serve as a focal point for all<br />

operational matters and, in the<br />

absence of a JISE, intelligence<br />

The J-3 assists the commander in the discharge of<br />

assigned responsibility for the direction and<br />

control of operations, beginning with planning and<br />

through completion of specific operations. In this<br />

capacity, the J-3 plans, coordinates, and integrates<br />

operations.<br />

The actual J-3 composition will be dictated by the<br />

overall JTF organization and operations to be<br />

conducted. The J-3 (and deputy) serve as principal<br />

advisor to the CJTF on operational matters. Current<br />

operations functions, to include the air, land,<br />

maritime, space, and special operations aspects,<br />

normally are performed by the joint operations<br />

center. The future operations staff is the core set of<br />
