d. Component tactical communications systems must be responsive to the CJTF.<br />

Because of their inherent capabilities, all communications are considered for joint use.<br />

Commercial communications systems may offer a cost-effective alternative means to satisfy<br />

the commander’s needs and may effectively augment constrained DOD resources.<br />

e. The complexity of joint operations and the finite amount of communications system<br />

resources may require the CJTF to adjudicate or assign subordinate commands<br />

responsibilities for providing this support. This normally is done in annex K<br />

(Communications System) to the OPLAN, OPORD, or campaign plan.<br />

f. The design of a communications system should be based on the continuous need for<br />

quality information to support JTF operations. Figure X-1 provides information quality<br />

criteria to be used by the JTF staff. USSTRATCOM or Service network operations<br />

(NETOPS) components control the communications system with input from the CJTF to<br />

ensure data and information get to the right place on time and in a form that is quickly usable<br />

by its intended recipients.<br />

Information that applies to the mission, task, or situation ahead.<br />

Information that is available in time to make decisions.<br />

All necessary information required by the decision maker.<br />

Brevity<br />

Information that has only the level of detail required.<br />

Security<br />

Information that has been afforded adequate protection where required.<br />

g. The JTF establishing authority ensures communications system requirements are<br />

supported, coordinates these activities, prepares policy and guidance, and ensures JTF<br />

systems compatibility.<br />

h. Communications systems must be interoperable, flexible, responsive, agile,<br />

disciplined, survivable, and sustainable.<br />
