316. Northern boundary: The northern boundary of the buffer zone is the railway track
from the Trincomalee City end to Thampalagamam road crossing at Thampalagamam
Kinniya road.
317. Western boundary: The western boundary is the Thampalagamam –Kinniya road
from Thampalagamam rail crossing to Kachchkoduthivu junction of Thampalagamam -
Kinniya road, areas around the Kinniya urban area, Puwarsakulam village area south of
Kinniya urban area, adjoining areas of Upparu estuary boundaries as shown in the Figure
VI.2, eastward section of A-15 road from Upparu estuary to Periyapallam junction of Muthur-
Batticaloa (A-15 road) road. Since the buffer zone is not a fixed area, the zone can be redefined,
as and when necessary, to fulfill the overall goal of the TB SAM. Key activities
proposed for the buffer zone include:
318. Promotion of environment friendly practices in saltern and shell grinding mills;
319. Awareness building to minimize excessive use of agro chemicals and chemical
fertilizers in paddy fields;
320. Implement appropriate water management and soil conservation program for paddy
farming in the buffer zone areas;
321. Suitable solid and non-solid waste management program in the urban areas such as
Trincomalee Urban Council, Kinniya Urban Council and Pradeshiya Sabha administrative
areas;
322. Establishment and management of community wood lots, avenue planting, protected
wood lots, green belts along streams banks in the buffer zone;
323. Promotion of organic farming in home gardens in the buffer zone;
324. Promotion of alternative mechanisms for extraction of poles and fuel woods from
natural habitats.
D. Sub-zoning of the TB SAM
325. Core zone: The TB SAM core conservation zone comprises diverse micro
ecosystems. Conservation issues and challenges vary from Thampalagamam bay area to
Kaddaiparichchan lagoon. Issues and interventions are varied in these ecosystems and
demarcation by sub-zones is necessary to facilitate implementation of TB SAM. The TB Core
conservation zone sub-zones are illustrated in Figure VI.2.
326. Buffer zone: The land use patterns and livelihood activities also vary in the buffer
zone villages and urban areas. Hence it is also proposed to divide the buffer zone into subzones
to enhance the implementation of SAM plan activities. The TB buffer zone sub-zones
are illustrated in Figure VI.3.
