Allegheny <strong>Power</strong>, headquartered in the City of Greensburg, Pa, is a subsidiary of<br />

Allegheny Energy, Inc., an investor-owned electric utility <strong>with</strong> total annual revenues of<br />

over $3 billion and more than 4,000 employees. Allegheny <strong>Power</strong> is an electric<br />

distribution company that provides electric delivery service in all or parts of 23 counties<br />

in western and central <strong>Penn</strong>sylvania. Allegheny <strong>Power</strong> provides electric distribution<br />

service in all or parts of Adams, Allegheny, Armstrong, Bedford, Butler, Cameron,<br />

Centre, Clarion, Clinton, Elk, Fayette, Franklin, Fulton, Greene, Huntingdon, Indiana,<br />

Jefferson, Lycoming, McKean, Potter, Somerset, W<strong>as</strong>hington and <strong>West</strong>moreland<br />

Counties, <strong>Penn</strong>sylvania. Allegheny <strong>Power</strong> provides electric distribution service in<br />

<strong>Penn</strong>sylvania to approximately 715,000 customers, comprised of approximately 620,000<br />

residential customers, approximately 81,000 commercial customers, and approximately<br />

13,500 industrial customers. Allegheny <strong>Power</strong> is subject to the regulatory jurisdiction of<br />

the <strong>Penn</strong>sylvania Public Utility Commission (hereinafter referred to <strong>as</strong> "<strong>Penn</strong>sylvania<br />

Commission").<br />

2. Purpose<br />

The purpose of this Request for Proposal ("RFP") is to identify and contract <strong>with</strong> an<br />

experienced Engineering/Consulting or Energy Services Company capable of providing<br />

energy audits for commercial/industrial facilities. The services will be used to support<br />

AP's Custom Program which will focus on reducing energy usage by enabling customers<br />

to implement energy efficient me<strong>as</strong>ures in accord <strong>with</strong> the Act 129 and in accord <strong>with</strong><br />

Orders ofthe <strong>Penn</strong>sylvania Commission implementing Act 129.<br />

3. General Instructions<br />

Bidders are required to follow all the instructions set forth in the RFP In submitting a<br />

proposal, it is imperative that complete documentation be provided, that the forms and<br />

agreements provided by the Company be used, that all exhibits and attachments be<br />

clearly marked and identified, and that the proposal is organized in the manner<br />

prescribed.<br />

3.1 Intent to Bid<br />

Potential bidders are encouraged but not required to submit an E-mail notification of<br />

intent to submit a proposal in response to this RFP. This information helps Allegheny<br />

<strong>Power</strong> plan and administer the RFP. Bidder's notice of intent to bid should be submitted<br />

by October 09, 2009 to Allegheny <strong>Power</strong>'s strategic sourcing web site (<strong>Power</strong> Advocate<br />

see Appendix 10).<br />

3.3 RFP Submittal Format and Due Date<br />

The response format is outlined in Appendix 4 Bidders are required to submit an<br />

electronic version of their proposal to Allegheny <strong>Power</strong>s strategic sourcing website (refer<br />

to Appendix 10). The submittals must be uploaded by 4 PM EST Friday October 30,
