9. The contractor shall presume that socially and economically disadvantaged individuals include<br />

Black Americans, Hispanic Americans, Native Americans, and other minorities, or any other<br />

individual found to be disadvantaged by the Administration pursuant to section 8(a) of the Small<br />

Business Act.<br />

10. By signing the Plan the contractor <strong>as</strong>sures (i) submission of periodic reports; (ii) cooperation in<br />

any studies or surveys required by the Federal Agency or Administration to determine the extent<br />

of compliance to the Subcontracting Plan; (iii) submission of Standard Form (SF) 294,<br />

subcontracting Report for individual <strong>Contract</strong>s, and/or SF 295, Summary subcontract Report.<br />

The reports shall provide information on subcontract awards to small business concerns,<br />

veteran-owned small business concerns, service-disabled veteran-owned small business<br />

concerns, HUBZone small business concerns, small disadvantaged business concerns, womenowned<br />

small business concerns, and Historically Black Colleges and Universities and Minority<br />

Institutions. Reporting shall be in accordance <strong>with</strong> the instructions on the forms or <strong>as</strong> provided<br />

in agency regulations.<br />

11. List the types of records maintained to demonstrate procedures that have been adopted to<br />

comply <strong>with</strong> the requirements and goals of the Plan, including established source lists and a<br />

description of efforts to locate small HUBZone, small disadvantaged, women-owned small<br />

business sources and veterans service organizations and subcontracts awarded (e.g., source<br />

lists, guides, organizations contacted, outreach efforts, internal guidance, workshops, training,<br />

seminars, monitoring performance, etc.).<br />

NOTE:<br />

<strong>Contract</strong>or is required to keep records of solicitation of small business, veteran-owned<br />

small business, service-disabled veteran-owned small business, HUBZone small<br />

business, small disadvantaged business, and women-owned small business concerns<br />

for each contract greater than $100,000.<br />
