GUIDELINES FOR BIDDING VIA POWERADVOCATE<br />
Bidding is performed via the i nternet using an el ectronic sealed bid format.<br />
<strong>Power</strong>Advocate, a third party sourcing consultant contracted by Allegheny Energy, will<br />
serve <strong>as</strong> the Host for bidding. This will not be a reverse auction type bid; instead<br />
the <strong>Power</strong>Advocate Platform wi 11 provide the means to transfer and communicate your<br />
questions and proposal to Allegheny Energy personnel.<br />
All questions, comments, clarification requests, etc. shall be directed to the<br />

All responses must be received by October 23, 2009 by 4:0G PM EDT.<br />
Proposals will not be considered unless they are completed and presented via the<br />
<strong>Power</strong>Advocate web site. All Commercial and Pricing Dat<strong>as</strong>heets must be submitted. If<br />
a bidder would like to enter additional bids, or chooses to expound upon any of their<br />
bids, they may upload documents on tab #2 (upload proposals).<br />
Al1egheny Energy reserves the ri ght to rej ect any proposal <strong>as</strong> i ncomplete whi ch does<br />
not include the required submittals.<br />
Cl arifications and questions may be sent via email to Barbara Crowe<br />
(browe@a11eahenvenergy.com) before the bi d closes. The i nformati on wi 11 then be<br />
distributed to the correct personnel. Once a response h<strong>as</strong> been developed, it wi 11<br />
then be posted to the website <strong>as</strong> Questions and Answers for all participating vendors<br />
review. Once posted, a notification email will be distributed.<br />
It is the vendor's responsibility to maintain diligence in monitoring the posting of<br />
Questions and Answers to the web site <strong>as</strong> well <strong>as</strong> any additional information uploaded<br />
<strong>as</strong> modifications made to the platform. <strong>Power</strong>Advocate strongly recommends that the<br />
vendor registers all personnel <strong>as</strong>sociated <strong>with</strong> the successful bid of this RFQ.<br />
Pl e<strong>as</strong>e have anyone you bel ieve is critical to your team register <strong>with</strong><br />
www.poweradvocate.com. If you are a Representative of a company, ple<strong>as</strong>e register<br />
under your corporate name. When registering, ple<strong>as</strong>e include the product you will be<br />
representing in this RFQ. Any additional personnel that register from your<br />
organization (administrative <strong>as</strong>sistants, engineers, manufactures, sales personnel<br />
etc) are required to include the following information:<br />
1. The Company (AE) and the Product (Current Transformer and Voltage<br />
Transformers) they would like to have access to.<br />
2. The Company or Team wi th whom they are <strong>as</strong>sociated {i ncl ude the name of<br />
the lead person for this RFQ)<br />
3. Their Role on the team<br />
Ple<strong>as</strong>e carefully review the following guidelines and terms that apply to this RFQ.<br />
Submission of the Intent to Respond Field will be interpreted <strong>as</strong> an understanding and<br />
