2 Markets <strong>for</strong> <strong>environmental</strong> <strong>services</strong> <strong>in</strong> <strong>the</strong> Philipp<strong>in</strong>es – some<br />

exist<strong>in</strong>g <strong>in</strong>itiatives<br />

The environment is replete with resources that humans have exploited and used <strong>in</strong> im<strong>pro</strong>v<strong>in</strong>g<br />

standards of liv<strong>in</strong>g. Not only has it <strong>pro</strong>vided <strong>for</strong> food, water, and shelter needs, it has also<br />

<strong>pro</strong>vided <strong>for</strong> <strong>pro</strong>tection and security aga<strong>in</strong>st harsh conditions brought about by natural<br />

occurrences. Sometimes, benefits from <strong>the</strong> environment come <strong>in</strong> <strong>in</strong>tangible <strong>for</strong>ms, such as<br />

cultural heritage. Many of <strong>the</strong>se <strong>services</strong> and benefits have traditionally been enjoyed <strong>for</strong> free<br />

by beneficiaries, due to <strong>the</strong> lack of correspond<strong>in</strong>g market prices. However, ensur<strong>in</strong>g <strong>the</strong>ir<br />

cont<strong>in</strong>ued supply now <strong>in</strong>volves costs on <strong>the</strong> part of <strong>the</strong> <strong>pro</strong>viders. Economic <strong>the</strong>ory shows<br />

that <strong>in</strong> situations where scarcity occurs, prices are <strong>the</strong> regulatory mechanism that can clear <strong>the</strong><br />

market between demand and supply. The environment is no exception to this. Evidence of<br />

such <strong>markets</strong> around <strong>the</strong> world has been documented <strong>in</strong> <strong>the</strong> book entitled Silver Bullet or<br />

Fools’ Gold? by Landell-Mills and Porras, 2002.<br />

The Philipp<strong>in</strong>es has its own experience <strong>in</strong> <strong>the</strong> development of <strong>markets</strong> <strong>for</strong> <strong>environmental</strong><br />

<strong>services</strong>. Most of <strong>the</strong>se <strong>in</strong>itiatives are documented below accord<strong>in</strong>g to <strong>the</strong> type of service<br />

be<strong>in</strong>g <strong>pro</strong>vided. Basically, <strong>the</strong>re are four typical <strong>environmental</strong> <strong>services</strong> where market<br />

development has been <strong>in</strong>itiated <strong>in</strong> <strong>the</strong> country: landscape and seascape beauty, watershed<br />

<strong>pro</strong>tection, biodiversity conservation, and carbon sequestration. There are two additional<br />

types of <strong>environmental</strong> service where <strong>markets</strong> are start<strong>in</strong>g to develop as well, namely<br />

elevation and <strong>environmental</strong> waste disposal. Elevation refers to <strong>the</strong> use of mounta<strong>in</strong> ranges<br />

<strong>for</strong> commercial operations of private companies. On <strong>the</strong> o<strong>the</strong>r hand, <strong>environmental</strong> waste<br />

disposal refers to <strong>the</strong> use of <strong>the</strong> natural environment as a s<strong>in</strong>k <strong>for</strong> wastes. Markets are<br />

develop<strong>in</strong>g <strong>in</strong> such a way that users of this service are be<strong>in</strong>g made to pay, <strong>the</strong> amounts of<br />

which are determ<strong>in</strong>ed by <strong>the</strong> economic value of that service. Follow<strong>in</strong>g is a cursory review of<br />

economic valuation studies conducted <strong>for</strong> each type of service. Many of <strong>the</strong>se studies were<br />

translated <strong>in</strong>to economic <strong>in</strong>struments through legal ord<strong>in</strong>ances issued by <strong>the</strong> government<br />

body <strong>in</strong> charge of manag<strong>in</strong>g and <strong>pro</strong>tect<strong>in</strong>g <strong>the</strong> area concerned. Table 2.1 conta<strong>in</strong>s a summary<br />

list of <strong>the</strong>se studies, <strong>in</strong>clud<strong>in</strong>g action taken whenever relevant.<br />
