<strong>in</strong> its entirety. To do so, a nationally based office is needed. However, such an objective can<br />

be served through stricter monitor<strong>in</strong>g, not necessarily by <strong>the</strong> office gett<strong>in</strong>g <strong>in</strong>volved <strong>in</strong> <strong>the</strong><br />

ap<strong>pro</strong>val <strong>pro</strong>cess. In this case, <strong>the</strong> PAWB is <strong>in</strong> <strong>the</strong> best position to act as an oversee<strong>in</strong>g body<br />

<strong>for</strong> <strong>the</strong> whole IPAF <strong>pro</strong>cess. As such, it should cont<strong>in</strong>ue its tight coord<strong>in</strong>ation with all PAs<br />

under its jurisdiction. However, it should trans<strong>for</strong>m its functions that are geared more towards<br />

monitor<strong>in</strong>g of <strong>the</strong> implementation of plans and <strong>pro</strong>grams, particularly those specified <strong>in</strong> <strong>the</strong><br />

WFPs, ra<strong>the</strong>r than be<strong>in</strong>g part of <strong>the</strong> ap<strong>pro</strong>val <strong>pro</strong>cess. Hence, it should still be furnished<br />

copies of whatever documents are be<strong>in</strong>g submitted <strong>for</strong> endorsement and ap<strong>pro</strong>val. This option<br />

will also save time and personnel, both of which can be used <strong>for</strong> monitor<strong>in</strong>g purposes.<br />

Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>terview with <strong>the</strong> chief of <strong>the</strong> PAWS Division of DENR Region III, that<br />

<strong>in</strong>dividual expressed <strong>the</strong> need to lessen <strong>the</strong> <strong>in</strong>volvement of Manila-based offices <strong>in</strong> <strong>the</strong><br />

<strong>pro</strong>cess. For one th<strong>in</strong>g, <strong>the</strong> claim was that <strong>the</strong>se offices were <strong>in</strong> <strong>the</strong> best position to review<br />

WFPs, given <strong>the</strong>ir familiarity and tighter coord<strong>in</strong>ation with <strong>the</strong> PAs under <strong>the</strong>ir jurisdiction.<br />

Fur<strong>the</strong>rmore, <strong>the</strong> transport of documents from far-flung areas to Manila can eat up a lot of<br />

time, fur<strong>the</strong>r delay<strong>in</strong>g <strong>the</strong> <strong>pro</strong>cess of budget releases. They, however, subscribe to <strong>the</strong> idea<br />

that PAWB should still play a major role, albeit more as a monitor<strong>in</strong>g body ra<strong>the</strong>r than as one<br />

from which ap<strong>pro</strong>val shouild be sought.<br />

Ano<strong>the</strong>r major step that can be taken to shorten <strong>the</strong> <strong>pro</strong>cess is to delegate <strong>the</strong> actual release of<br />

<strong>the</strong> funds to <strong>the</strong> respective DBM regional offices. In this case, <strong>the</strong> DENR regional office can<br />

go straight to <strong>the</strong> DBM regional office, thus shorten<strong>in</strong>g not only <strong>the</strong> travel time of documents<br />

but also <strong>the</strong> account<strong>in</strong>g component of <strong>the</strong> <strong>pro</strong>cess. Accord<strong>in</strong>g to <strong>the</strong> <strong>in</strong>terview conducted with<br />

DBM personnel, central office staff are overloaded with work, thus expla<strong>in</strong><strong>in</strong>g <strong>the</strong> length of<br />

time <strong>the</strong> documents take at <strong>the</strong>ir department. It would well be with<strong>in</strong> <strong>the</strong> jurisdiction of<br />

central office to delegate to <strong>the</strong>ir regional offices, given <strong>the</strong> decentralisation and devolution<br />

aspirations of <strong>the</strong> Philipp<strong>in</strong>e government. Aga<strong>in</strong>, central office would still be <strong>in</strong>volved<br />

through monitor<strong>in</strong>g schemes, but not necessarily through <strong>the</strong> ap<strong>pro</strong>val <strong>pro</strong>cess. This will ease<br />

up <strong>the</strong> delays <strong>in</strong> release of funds, but will not sacrifice <strong>the</strong> oversight function of <strong>the</strong> national<br />

offices through stricter monitor<strong>in</strong>g activities. In do<strong>in</strong>g so, <strong>the</strong> <strong>pro</strong>cess can <strong>pro</strong>bably be<br />

shortened by ano<strong>the</strong>r month or so, depend<strong>in</strong>g on <strong>the</strong> speed of <strong>the</strong> Regional Offices <strong>in</strong> act<strong>in</strong>g<br />

on IPAF requests.<br />

Figure 3.3 conta<strong>in</strong>s <strong>the</strong> <strong>pro</strong>posed <strong>pro</strong>cess of flow of documents and <strong>the</strong> potential decrease <strong>in</strong><br />

<strong>the</strong> number of days <strong>for</strong> <strong>the</strong> whole <strong>pro</strong>cess to be completed.<br />
