On <strong>the</strong> o<strong>the</strong>r hand, impact <strong>in</strong>dicators revealed a high level of satisfaction among <strong>the</strong><br />

respondents. Economic <strong>in</strong>dicators were mostly positive, such as <strong>in</strong>creased revenue <strong>for</strong> <strong>the</strong><br />

PA, higher <strong>in</strong>comes <strong>for</strong> people and greater employment opportunities. However, some<br />

respondents qualified that although <strong>the</strong>re were greater employment opportunities, <strong>the</strong> choice<br />

of who eventually did get employed was purely discretionary, and not based on a merit<br />

system. Most believed that community development was be<strong>in</strong>g given adequate attention,<br />

even more than <strong>environmental</strong> <strong>pro</strong>grammes. The latter had to do more with weak<br />

en<strong>for</strong>cement of <strong>environmental</strong> rules. The PAMB planned to undertake <strong>the</strong> follow<strong>in</strong>g<br />

community-development <strong>pro</strong>grammes:<br />

• im<strong>pro</strong>ved water supply;<br />

• <strong>pro</strong>vision of land and sea public transport <strong>for</strong> residents;<br />

• scholarship <strong>pro</strong>grammes;<br />

• livelihood tra<strong>in</strong><strong>in</strong>g sem<strong>in</strong>ars;<br />

• <strong>pro</strong>vision of electricity;<br />

• moor<strong>in</strong>g buoys;<br />

• hir<strong>in</strong>g of Bantay Dagat (sea guards);<br />

• solid-waste management;<br />

• concret<strong>in</strong>g of walkways; and<br />
