There were no negative effects with respect to population <strong>in</strong>creases, and <strong>in</strong>troduction of new<br />

imports to <strong>the</strong> island. As to <strong>the</strong> effects on <strong>the</strong> fisherfolk, half of <strong>the</strong>m seemed to th<strong>in</strong>k <strong>the</strong>re<br />

was an <strong>in</strong>crease <strong>in</strong> fish catch, although two of <strong>the</strong> fishermen <strong>in</strong>terviewed thought o<strong>the</strong>rwise.<br />

They largely attributed this to <strong>the</strong> presence of too many divers, which scared <strong>the</strong> fish away<br />

from <strong>the</strong> fish<strong>in</strong>g grounds. Never<strong>the</strong>less, <strong>the</strong>y acknowledged that <strong>the</strong>re was an <strong>in</strong>crease <strong>in</strong> fish<br />

yield due to <strong>pro</strong>tection ef<strong>for</strong>ts. The presence of <strong>the</strong> PA likewise had positive effects <strong>in</strong><br />

<strong>in</strong>troduc<strong>in</strong>g conservation practices among <strong>the</strong> local residents <strong>in</strong> <strong>the</strong> area. There seemed to be<br />

a very high level of <strong>environmental</strong> awareness, which is to be expected given <strong>the</strong> long history<br />

of <strong>the</strong> island <strong>in</strong> <strong>pro</strong>tection and conservation ef<strong>for</strong>ts.<br />

Despite all this positive impact of <strong>the</strong> PA on <strong>the</strong> lives of <strong>the</strong> local residents, <strong>the</strong>re is still a low<br />

level of overall satisfaction with its management. Crucial to this is <strong>the</strong> fact that <strong>the</strong> PA was<br />

already be<strong>in</strong>g managed locally, and <strong>the</strong>ir ef<strong>for</strong>ts paved <strong>the</strong> way towards im<strong>pro</strong>vement of <strong>the</strong><br />

area and its resources. When management was community-based, <strong>the</strong>re was a sense of<br />

ownership of <strong>the</strong> PA. Income and revenue were lower, but most respondents preferred that<br />

arrangement to <strong>the</strong> current one. When Apo Island was subsumed under <strong>the</strong> NIPAS system,<br />

<strong>the</strong> orig<strong>in</strong>al management body was dissolved, and <strong>the</strong> PAMB created <strong>in</strong> its place. The local<br />

residents and local government <strong>the</strong>n lost control over <strong>the</strong> management of <strong>the</strong>ir <strong>pro</strong>tected area.<br />

In a way, it can be said that <strong>the</strong> <strong>in</strong>stitutional development on Apo Island regressed. The ideal<br />

situation is <strong>for</strong> <strong>the</strong> residents <strong>the</strong>mselves to take responsibility over ensur<strong>in</strong>g <strong>pro</strong>tection and<br />

conservation of <strong>the</strong>ir natural resources. National government should step <strong>in</strong> only if <strong>the</strong>re is a<br />

perceived lack of capability at <strong>the</strong> local level. But if <strong>the</strong>re exists a credible and viable<br />

<strong>in</strong>stitutional mechanism at <strong>the</strong> local level, <strong>the</strong> most that national government should do is to<br />

assist, ensur<strong>in</strong>g that <strong>the</strong> assistance is with<strong>in</strong> <strong>the</strong> established management framework of <strong>the</strong><br />

community. Despite <strong>the</strong> s<strong>in</strong>cerity and successes of <strong>the</strong> PAMB, respondents did not seem to<br />

ap<strong>pro</strong>ve of <strong>the</strong> way <strong>the</strong>y were handl<strong>in</strong>g <strong>the</strong> PA.<br />

4.1.7 Conclusion<br />

The case of Apo Island is unique <strong>in</strong> <strong>the</strong> sense that its <strong>in</strong>stitutional development <strong>for</strong><br />

<strong>environmental</strong> management is not characteristic of how o<strong>the</strong>r <strong>pro</strong>tected areas have evolved <strong>in</strong><br />

<strong>the</strong> country. Successful market development <strong>for</strong> <strong>environmental</strong> <strong>services</strong>, <strong>in</strong>creased <strong>pro</strong>tection<br />

of natural resources, high levels of <strong>environmental</strong> awareness, and <strong>in</strong>creased <strong>in</strong>comes <strong>for</strong> <strong>the</strong><br />

people – all suggest that <strong>environmental</strong> <strong>pro</strong>tection can be compatible with economic<br />

development, and <strong>the</strong> <strong>for</strong>mer can be successful if community development is addressed as<br />

well. This case study has demonstrated this, albeit <strong>the</strong> rudimentary methods employed <strong>in</strong> data<br />

ga<strong>the</strong>r<strong>in</strong>g.<br />

Un<strong>for</strong>tunately, <strong>the</strong> story does not end <strong>the</strong>re. ‘Ownership’ of decisions on management is as<br />

important as economic implications. In areas where <strong>the</strong>re have been local ef<strong>for</strong>ts <strong>in</strong><br />

<strong>environmental</strong> <strong>pro</strong>tection, such ef<strong>for</strong>ts should be respected. Interventions by national<br />

government, despite <strong>in</strong>creas<strong>in</strong>g efficiency, will not be welfare maximis<strong>in</strong>g if social costs are<br />

<strong>in</strong>creased <strong>in</strong> <strong>the</strong> <strong>pro</strong>cess. Two recommendations, <strong>the</strong>re<strong>for</strong>e, are <strong>for</strong> <strong>the</strong> PAMB to <strong>in</strong>crease its<br />

ef<strong>for</strong>ts <strong>in</strong> be<strong>in</strong>g more transparent <strong>in</strong> its operations, and <strong>for</strong> its officials to work towards greater<br />

acceptance by <strong>the</strong> community. The latter can be achieved by <strong>in</strong>creas<strong>in</strong>g local residents’<br />

participation <strong>in</strong> <strong>the</strong> decision-mak<strong>in</strong>g <strong>pro</strong>cess and conduct<strong>in</strong>g <strong>the</strong>ir <strong>in</strong><strong>for</strong>mation and education<br />

campaigns on a more <strong>in</strong>clusive scale.<br />
