transparency <strong>in</strong> certa<strong>in</strong> aspects, such as <strong>in</strong> employment opportunities created by <strong>the</strong> PA and <strong>in</strong><br />

<strong>the</strong> decision to change its management from be<strong>in</strong>g community-based to operat<strong>in</strong>g under <strong>the</strong><br />

NIPAS system. For <strong>in</strong>stance, <strong>the</strong> NGO representative <strong>in</strong> PAMB, who represents a women’s<br />

organisation, compla<strong>in</strong>ed of <strong>the</strong> PAMB’s seem<strong>in</strong>g preference <strong>for</strong> men to be employed <strong>in</strong> lawen<strong>for</strong>cement<br />

activities, while women were usually given housekeep<strong>in</strong>g jobs. In effect, men<br />

were be<strong>in</strong>g given more lucrative jobs than women. There was also disappo<strong>in</strong>tment <strong>in</strong> terms of<br />

hav<strong>in</strong>g fair representation <strong>in</strong> <strong>the</strong> PAMB. Although government and non-government<br />

representatives believe <strong>the</strong> PAMB had adequate consultations about how to disburse <strong>the</strong><br />

revenues, households did not concur. There was almost a consensus, though, on hav<strong>in</strong>g<br />

transparency <strong>in</strong> creat<strong>in</strong>g <strong>the</strong> economic <strong>in</strong>strument, i.e. <strong>the</strong> user fees. Understandably, those<br />

that believed o<strong>the</strong>rwise were those displaced by <strong>the</strong> PAMB, namely <strong>the</strong> mayor and <strong>the</strong> PG<br />

representative. For those who were not satisfied with law-en<strong>for</strong>cement activities, <strong>the</strong><br />

compla<strong>in</strong>ts were usually about <strong>the</strong> penalties imposed on would-be violators.<br />
