Accomplishments<br />

With ample resources 6 allocated to <strong>the</strong> <strong>pro</strong>ject over <strong>the</strong> last three years, significant results were achieved<br />

<strong>in</strong> terms of both physical and social targets. These are summarised below.<br />

Summary of major accomplishments <strong>in</strong> <strong>the</strong> Maas<strong>in</strong> Watershed<br />

• CO organis<strong>in</strong>g works <strong>in</strong> 16 pressure groups (PG) organised <strong>in</strong>to a federation.<br />

• Completion of socio-economic basel<strong>in</strong>e surveys <strong>in</strong> upland communities.<br />

• Assistance <strong>pro</strong>vided to PGs who were contracted to do site development.<br />

• Conducted series of IEC.<br />

• Provided numerous tra<strong>in</strong><strong>in</strong>g <strong>for</strong> team build<strong>in</strong>g, leadership, preparation of feasibility studies, and<br />

o<strong>the</strong>rs.<br />

• Tenure security embodied <strong>in</strong> <strong>the</strong> community-based <strong>for</strong>est management agreement (CB4FMA) 7<br />

that allows 25 years of stewardship renewable <strong>for</strong> ano<strong>the</strong>r 25 years.<br />

• Assisted PG <strong>in</strong> establishment of 17 livelihood <strong>pro</strong>jects.<br />

• Physical accomplishments of <strong>the</strong> OECF loan as of December 1999 comprise of: reaf<strong>for</strong>ested<br />

1,050ha; agro<strong>for</strong>estry (749 out of 884 ha target); bamboo (249 ha) and riverbank stabilisation<br />

(60ha) and rattan (94 of <strong>the</strong> 111ha target).<br />

• The GOP fund<strong>in</strong>g accomplished <strong>the</strong> follow<strong>in</strong>g: riverbank rehabilitation of 270ha, agro<strong>for</strong>estry<br />

development <strong>in</strong> 300ha, ANR <strong>in</strong> 300ha, and vegetative measures <strong>in</strong> 20,000m 2 .<br />

• The follow<strong>in</strong>g <strong>pro</strong>tective <strong>in</strong>frastructures were also put <strong>in</strong> place: 85km trails, 700m fire l<strong>in</strong>es, 77<br />

units of nursery, look-out tower of seven units, 14 gabions, and six units of concrete dam.<br />

Susta<strong>in</strong><strong>in</strong>g <strong>the</strong> ga<strong>in</strong>s<br />

The ef<strong>for</strong>ts made under <strong>the</strong> CBRMP can be considered a success. The area’s old growth <strong>for</strong>est was<br />

<strong>pro</strong>tected and open cultivated areas were reduced significantly <strong>in</strong> exchange <strong>for</strong> various watershed<br />

<strong>pro</strong>tection <strong>in</strong>itiatives mentioned earlier. There were also substantial <strong>in</strong>vestments <strong>in</strong> IEC, capacity build<strong>in</strong>g<br />

and tra<strong>in</strong><strong>in</strong>g of <strong>pro</strong>ject implementers – <strong>the</strong> pressure groups be<strong>in</strong>g <strong>the</strong> active players. The rema<strong>in</strong><strong>in</strong>g<br />

concerns of <strong>the</strong> LGU is susta<strong>in</strong><strong>in</strong>g <strong>the</strong> watershed-<strong>pro</strong>tection ef<strong>for</strong>ts through susta<strong>in</strong>ed IEC activities,<br />

successful livelihood activities, and ma<strong>in</strong>tenance of <strong>the</strong> PGs’ commitment to what has been achieved this<br />

far.<br />

To this end, <strong>the</strong> Ford Foundation immediately responded with <strong>the</strong> fund<strong>in</strong>g of ‘Watersheds’ Learn<strong>in</strong>g<br />

Communities’ <strong>in</strong> mid-1999 to 2001. This <strong>pro</strong>ject basically adopts an IEC and network<strong>in</strong>g ap<strong>pro</strong>ach to<br />

mobilise community participation <strong>in</strong> <strong>environmental</strong> <strong>pro</strong>tection <strong>pro</strong>jects with<strong>in</strong> <strong>the</strong> watershed, <strong>in</strong>clud<strong>in</strong>g<br />

solid-waste management. The <strong>pro</strong>ject supported <strong>the</strong> school-on-air: ‘Ugat Sang Tubig’ that was launched<br />

<strong>in</strong> 1998 and has <strong>for</strong>med 70 barangay <strong>in</strong><strong>for</strong>mation centres. These centres become <strong>in</strong>stitutionalized <strong>in</strong> <strong>the</strong><br />

local government and serve as venues <strong>for</strong> <strong>in</strong>itiat<strong>in</strong>g community actions that benefit <strong>the</strong> environment –<br />

termed ‘People’s Initiatives’. In <strong>the</strong>se <strong>in</strong>itiatives, <strong>the</strong> roles of young people, children, and women are<br />

encouraged. Equally important is <strong>the</strong> success of <strong>the</strong> <strong>pro</strong>ject <strong>in</strong> facilitat<strong>in</strong>g <strong>the</strong> creation of <strong>the</strong> Iloilo<br />

Watershed Management Council through a Prov<strong>in</strong>cial Ord<strong>in</strong>ance. This social <strong>in</strong>frastructure is very<br />

important <strong>in</strong> susta<strong>in</strong><strong>in</strong>g and operationalis<strong>in</strong>g <strong>the</strong> watershed ap<strong>pro</strong>ach of manag<strong>in</strong>g <strong>for</strong>est resources <strong>in</strong> this<br />

important area – someth<strong>in</strong>g that is expected to be a tremendous learn<strong>in</strong>g experience.<br />
